## Short answer

CE marking is the mark a manufacturer affixes to show a product meets the applicable EU legislation, such as the Machinery, Low Voltage, EMC or RoHS directives. The manufacturer assesses conformity, compiles a technical file, signs an EU declaration of conformity and applies the mark.

## Aliases

- CE mark
- EU declaration of conformity
- Machinery Directive CE

## Category

compliance

## Full Definition

CE marking is a manufacturer's declaration, not a quality seal from a regulator. Which rules apply depends on the product: machinery, low voltage equipment, electromagnetic compatibility, pressure equipment, radio equipment, medical devices and others each have their own legislation and conformity routes. Many products fall under several at once, for example machinery plus EMC plus RoHS.

The manufacturer carries out a conformity assessment, often against harmonized standards, and for higher-risk categories involves a notified body. The technical file typically contains design drawings, risk assessment, test reports, component lists, user instructions and the declaration of conformity, and must be kept available to authorities for a defined period after the last unit is placed on the market (commonly ten years). The EU Machinery Regulation 2023/1230 replaces the Machinery Directive 2006/42/EC from January 2027.

The ERP supports the file indirectly but importantly. The released BOM and revision define what was assessed. Engineering change control shows whether a later change might invalidate test reports. Serial numbers link a delivered machine to its declaration and component lots. Customer shipment records show which units went to EU member states. Teams use SAP, Infor or NetSuite document linking, or a PLM system, to attach drawings and reports to item revisions.

CE marking is a legal claim made by the manufacturer. Netray does not issue conformity opinions. We help customers retrieve the evidence trail, such as which revision and which component lots went into a serial number, when auditors or market surveillance authorities ask.

## Why It Matters

- Selling a non-conforming product in the EU can lead to withdrawal, fines or customs holds.
- A design change that skips conformity re-evaluation silently invalidates the declaration.
- Technical files must be retrievable years later, so revision-controlled links matter.
- Importers and distributors share legal duties and will ask the manufacturer for documentation.

## In Practice

A packaging machine builder changes a motor supplier mid-year. Engineering change control routes the ECO to the safety engineer, who confirms the replacement motor has equivalent EMC test coverage before release. The ERP revision history and attached report become part of the technical file for all units serialized after the change date.

## Faq

### Is CE marking mandatory?

**Answer:** Yes, for products covered by a directive or regulation that requires it, when placed on the EU market. It must not be applied to products outside those rules.

### Does CE mean made in Europe?

**Answer:** No. It indicates conformity with EU requirements, regardless of where the product is made.

### Who is responsible for CE marking?

**Answer:** The manufacturer, or the importer for goods from outside the EU where the manufacturer is not established there. Importers must verify the declaration and marking exist.
