## Short answer

Start with Oracle's own mobile and warehouse offerings, then extend with a custom app for gaps. A custom app calls Fusion REST resources for receiving, inventory and work order transactions, uses device scanning, and queues transactions locally when the network is poor.

## System

Oracle Fusion Cloud ERP

## Capability

mobile-app

## Intro

Fusion's browser UI works on a tablet, but it is built for office tasks. On a dock or a shop floor, people need big touch targets, camera or Bluetooth scanner input, fewer fields and a flow shaped like their job: scan the PO, scan the item, key the quantity, done.

Oracle provides mobile experiences for parts of the suite, and Fusion Inventory and Warehouse Management include their own mobile or handheld style flows depending on the modules you license. Those should be your baseline. A custom app makes sense when you have a process they do not fit, such as kitting with your own steps, tool crib checkout or paperless quality checks.

The main engineering concern is not the screen. It is making each transaction safe to retry when a signal drops in the middle of a request.

## Use Cases

### Scan-based receiving

**Description:** Scan a PO barcode and item labels, enter quantity and lot, and submit a receipt, with over-receipt tolerance enforced.

### Subinventory transfers and cycle counts

**Description:** Move stock between locators and record counts using barcode scans, with variance review before posting.

### Work order reporting

**Description:** Let operators report quantity completed, scrap and operation completion on manufacturing work orders from a station tablet.

### Labor and downtime capture

**Description:** Record labor and machine downtime reasons that feed work order costing or an external MES.

### Field approvals and expenses

**Description:** Approve requisitions or snap an expense receipt from a phone.

## System Surface

- REST resources for inventory transactions, receiving, on-hand quantities and work orders, with names and supported actions that vary by release.
- Oracle Visual Builder, which can host custom web or mobile-friendly apps that talk to Fusion with built-in authentication to the same environment.
- Oracle's own mobile and warehouse management applications for supported modules.
- Interface-table based or file-based imports for bulk or deferred posting, when real-time REST is not suitable.
- OAuth and JWT based authentication through the identity domain, with roles governing which transactions the user can post.

## How It Works

### Confirm what Oracle already offers

**Detail:** Check your modules for supported mobile and handheld flows before designing anything.

### Define three or four tasks

**Detail:** List exact screens: receive, move, count, report. Resist adding query screens that the browser already does.

### Choose the app type

**Detail:** A responsive web app or progressive web app is quickest. A native or cross-platform app gives better scanner SDK and offline support.

### Authenticate properly

**Detail:** Use the identity domain with OAuth so each transaction runs as the real user, and plan token refresh on shared devices.

### Design for retries

**Detail:** Give every transaction a client-generated idempotency key, store pending items locally and show their status.

### Handle scanning

**Detail:** Use the camera, or integrate rugged device scanner intents. Validate scanned values against item and locator data from cache.

### Pilot on one line or dock

**Detail:** Watch real use, fix slow steps and measure error rates before rolling out.

## Example Flows

### Dock receiving with a handheld

**Trigger:** A truck arrives with three POs on one packing slip.

**Steps:**

- The receiver scans the PO barcode and the app loads the open schedules.
- Each item is scanned and quantity entered; lot is captured where needed.
- The app flags quantity above tolerance.
- Confirmed lines are posted as receipts; the receiver is shown pass or fail per line.

**Result:** Receipts are posted at the dock with fewer keying errors.

### Offline cycle count in a freezer area

**Trigger:** A counter works in a cold store with poor signal.

**Steps:**

- The app preloads the count list for the locator range.
- Counts are scanned and stored on the device.
- On reconnect, the queue syncs with idempotency keys.
- Variances above a threshold go to a supervisor before adjustment.

**Result:** Counts finish without waiting for a connection, and adjustments stay controlled.

## On Prem

Fusion remains in Oracle's cloud, but the plant often cannot depend on the internet. Put a local gateway or sync service in the plant that caches reference data and queues transactions, forwarding to Fusion when reachable. For AI features such as voice entry or photo reading of labels, run a small model on a local server or on-device so images from the floor stay inside. Devices should be managed with MDM and locked to the app where possible.

## Security

- Use per-user OAuth sign-in with short sessions on shared devices, not a shared account.
- Enforce Fusion roles so operators can post only the transactions they are allowed to.
- Encrypt local storage of queued transactions and wipe on logout.
- Pin certificates and restrict the app to managed devices when possible.
- Record device ID and user with each transaction for audit.

## Options

### Use Oracle's mobile and warehouse features

**Fit:** Standard receiving, picking and counts in licensed modules.

**Effort:** Configuration and device rollout.

### Build a custom app with Visual Builder or a native framework

**Fit:** Unique processes or tight UI needs.

**Effort:** Six to twelve weeks for a small app with pilot.

### Partner build with Netray

**Fit:** Mobile app plus plant-local AI such as photo capture or voice notes.

**Effort:** Pilot on one workflow.

## Pitfalls

- Posting non-idempotent transactions that duplicate stock when a request is retried.
- Caching on-hand and showing it as real time.
- Designing for office browsers and then discovering gloves and glare.
- Forgetting lot, serial or locator rules that the REST API enforces.
- Ignoring that an API update may change payload fields; keep a test suite against a test pod.

## Faq

### Does Oracle Fusion have a mobile app?

**Answer:** Oracle offers mobile experiences for parts of the suite, and warehouse and inventory modules include handheld oriented flows. Coverage varies by module and release, so check your licensed products first, then extend with a custom app if needed.

### Can I use Visual Builder for this?

**Answer:** Yes, Visual Builder is Oracle's low-code tool for extending Fusion, and it can build responsive apps that call REST resources. For deep scanner integration or full offline support, a native or cross-platform app may be a better fit.

### How do I prevent duplicate postings offline?

**Answer:** Assign each transaction a unique client key, store it with the queued record, and have the service check for that key before posting. Where the API lacks idempotency, your gateway must provide it.

### Which scanners work?

**Answer:** Most work through keyboard wedge, Bluetooth HID or vendor intents. Camera scanning is fine for low volume. Test your actual label printing quality, since poor barcodes cause most scan failures.

### Can AI be added to the app?

**Answer:** Yes, for example photo capture of damage, label reading or voice notes. Run these on a plant server or on-device when the images are sensitive, and keep results as suggestions that the user confirms.
