## Content

**Intro:** Buyers in the Gulf need a landed cost before approving a purchase order for machine parts, electronics or raw material. This calculator adds freight and insurance to the goods value to reach the CIF customs value, applies duty, then VAT on top, and separates the cost you carry from the VAT you reclaim.

**Sections:**

#### The method

**Body:** GCC customs duty is charged on the CIF value, which is FOB plus freight plus insurance to the border. Import VAT is then charged on the CIF value plus the duty. A VAT registered manufacturer normally recovers that VAT in its return, so inventory cost should exclude it, while cash flow should include it at the border. The two primary outputs reflect that split. Clearance and inland transport are added to cost but are not part of the duty base here.

**Bullets:**

- CIF = FOB + freight + insurance
- Duty = CIF x duty rate
- VAT = (CIF + duty) x VAT rate
- Landed cost = CIF + duty + clearance + inland

#### Worked example

**Body:** A shipment worth USD 100,000 FOB with USD 4,500 freight and USD 350 insurance has a CIF value of USD 104,850. Duty at 5 percent is about USD 5,243. UAE VAT at 5 percent on CIF plus duty is about USD 5,505. Cash due at the border is roughly USD 10,748, but landed cost for inventory is USD 104,850 plus USD 5,243 plus USD 1,500 of fees, about USD 111,593, an uplift near 11.6 percent over FOB.

#### Using it with your ERP

**Body:** In most ERPs the freight, duty and clearance lines are allocated to receipts as landed cost components. Use this tool to set the expected percentages per item class, then compare to actual allocations after receipt. The chart shows how sensitive total landed cost and border cash are to the duty rate, which is useful when an HS code could classify into two headings.

#### Common mistakes

**Body:** Buyers often apply duty to the FOB value, forget insurance, or treat recoverable VAT as product cost. Another trap is mixing countries: the selector sets only the VAT rate, while exemptions for goods destined for free zones or designated zones follow separate rules. Always check the HS code and any GCC or bilateral preferences.

**Cta:** Netray can compare expected and actual landed cost directly from your ERP receipts and flag items with large variances. Ask for a review if landed cost is still posted by hand.

**Faq:**

#### Is GCC duty charged on FOB or CIF?

**Answer:** On CIF, meaning the goods value plus freight and insurance to the first port of entry. That is why the calculator builds the CIF customs value first and applies the duty rate to it.

#### Is import VAT part of landed cost?

**Answer:** Not for a fully VAT registered business that can reclaim it. Include it in cash planning at the border but exclude it from inventory cost. If you cannot reclaim it, add it to landed cost manually.

#### Which VAT rate applies in each country?

**Answer:** The UAE and Oman use 5 percent, Bahrain 10 percent and Saudi Arabia 15 percent. Kuwait and Qatar do not currently apply VAT. Rates change, so confirm the current rate with your broker or tax authority.

#### Does the 5 percent duty apply to everything?

**Answer:** No. Many goods carry 5 percent under the common external tariff, but some are 0 percent, some higher, and members apply national exemptions. Use the HS code of your product to find the exact rate and enter it in the slider.
