**Notes:** Scores are judgments, so record the evidence behind each one (park brochure, utility letter, wage survey). Rename the sites in your exported file. Run a sensitivity test by changing the two heaviest weights before you decide.

## Content

**Intro:** Choosing between Monterrey, Saltillo, Queretaro, Guanajuato, Tijuana or Ciudad Juarez is rarely a single-number decision. A weighted scorecard makes the trade-offs explicit and gives the steering committee a document to challenge.

**Sections:**

#### How to use the scorecard

**Body:** Keep the criteria that matter for your product and delete the rest. Assign weights that reflect your business: a high-mix electronics plant leans on technician availability, a heavy-part supplier leans on distance to the customer. Score each site from 1 to 5 with evidence, and read the normalized score under the table.

**Bullets:**

- Agree the weights before scoring the sites
- Write the source next to each score in your exported copy
- Add rows for incentives, customs facilities or rail access
- Test the result by moving weight between two criteria

#### Criteria that usually decide it

**Body:** Labor market depth and turnover often matter more than the posted wage, because a plant in a hot auto cluster loses operators to neighbors. Border distance affects lead time and expedite cost. Utilities matter for heat treat, plating and machining cells. Existing suppliers and tooling shops reduce your own logistics. Security, state tax treatment and park services complete the picture.

#### Reading the result

**Body:** Scores within a few tenths of each other mean the model cannot separate the sites, so use qualitative factors or a site visit. A clear leader that depends on one heavily weighted criterion should be stress-tested: if that score is wrong by one point, does the ranking change? That check is more valuable than the decimal itself.

#### Common mistakes

**Body:** Setting weights after seeing the preferred site, scoring from marketing brochures instead of references, and ignoring total occupancy cost including common area charges and utilities. Another mistake is skipping a visit to a plant of a similar size in each park and asking about turnover and power outages.

**Cta:** Once a site is chosen, Netray can help plan the ERP rollout for the new plant, including multi-site setup and private on-prem AI for plant data.

**Faq:**

#### How many criteria should I use?

**Answer:** Between 8 and 15 is practical. Fewer than that hides trade-offs, and more tends to dilute the weights so every site scores about the same. Group related items and keep weights meaningful.

#### Do weights need to add up to 100?

**Answer:** No. The score is the weighted total divided by the sum of weights, so any scale works. Using 100 simply makes the weights easy to read as percentages.

#### Can I compare more than three sites?

**Answer:** Export to Excel and add columns for additional sites using the same formula pattern. For a first screen, most teams narrow to three finalists before scoring in detail.

#### Does the scorecard include incentives?

**Answer:** Not by default, because incentives vary by state and project size. Add a row for them and score it from written offers, not verbal promises.
