## Content

**Intro:** Local governments often offer property tax abatements for new manufacturing equipment, buildings and jobs. This calculator estimates what that abatement is worth in today's money so you can compare sites, phases or the effect of a longer term.

**Sections:**

#### How to use the calculator

**Body:** Enter the taxable investment that will appear on the property tax roll, the average assessed value ratio, the combined tax rate of the taxing units, the abatement percent and the term in years. Add a discount rate that matches your cost of capital and an annual decline in assessed value, since equipment values usually fall. The primary result is the present value of savings across the term, shown with the undiscounted total.

**Bullets:**

- Use the rate for the actual site and every participating taxing unit
- Include only property covered by the agreement
- Run the slider to compare 5, 10 and 15 year terms

#### The formula

**Body:** Year one tax equals investment times assessed ratio times tax rate. Savings equal that tax times the abatement percent. Each later year the assessed value is multiplied by one minus the decline, and savings are discounted at the discount rate. The sum is a geometric series with ratio g divided by one plus the discount rate, where g is the retained value factor. The calculator uses the closed form, so the result matches a year by year spreadsheet that discounts year end savings.

#### Worked example

**Body:** A 12 million dollar investment at 85 percent assessed and a 2.2 percent rate generates about 224,400 dollars of tax in year one. A 50 percent abatement saves about 112,200 dollars in year one. With 8 percent annual decline, a 10 year term and an 8 percent discount rate, the present value is roughly 0.5 to 0.6 million dollars, lower than the undiscounted total because later savings are smaller and discounted. Compare that with other incentives and with job or wage commitments attached.

#### Common mistakes and caveats

**Body:** Many models use cost instead of appraised value, forget that equipment value declines, or apply the abatement to land and inventory that are excluded. Some agreements are not flat percentages and step down by year, in which case run separate periods. Also consider clawbacks if job or investment targets are missed, and note that a longer term does not always change the present value much when values decline quickly.

**Faq:**

#### Does every state offer property tax abatements?

**Answer:** Many states and localities offer them in some form, including Texas through local agreements, but terms, eligible property and approval processes differ widely. Check with the local economic development body.

#### Why does assessed value decline?

**Answer:** Appraisal districts and assessors generally depreciate business equipment over time, so the taxable value in later years is lower than in year one. The decline input approximates that.

#### Should I include inventory?

**Answer:** Only if it is covered by the agreement and taxable in your jurisdiction. Rules on inventory vary and some jurisdictions exempt certain inventory entirely.

#### Is the result a guaranteed saving?

**Answer:** No. It is a planning estimate. Actual savings depend on the signed agreement, reappraisal, rate changes and meeting any commitments.
