**Notes:** Starting point, not legal advice. The substance list and limits shown reflect Directive 2011/65/EU as amended by Directive (EU) 2015/863; confirm current limits, product scope, exemption validity dates and any UK differences. A RoHS declaration does not demonstrate REACH compliance. Keep the technical documentation that supports it.

## Content

**Intro:** Customers in electronics, controls and industrial equipment routinely ask suppliers for a RoHS declaration. This template produces a clear, consistent statement listing the ten restricted substances, their limits, any exemptions relied on and the evidence behind the claim, ready to sign and export.

**Sections:**

#### How to use the template

**Body:** Complete the company and product fields, choose the legislation you are declaring against and describe your evidence basis honestly. List any exemptions you rely on, such as those for lead in certain applications, and state them precisely. Review the preview, then export to PDF or Word for signature. Issue one declaration per product or product family where the bill of materials is the same, and update it whenever a component, supplier or material changes.

#### What RoHS restricts

**Body:** The RoHS Directive restricts specified hazardous substances in electrical and electronic equipment. The original six are lead, mercury, cadmium, hexavalent chromium, PBB and PBDE. Directive (EU) 2015/863 added four phthalates: DEHP, BBP, DBP and DIBP. Limits apply to each homogeneous material, meaning a material that cannot be mechanically separated into different materials, so a solder joint, a plastic housing and a coating are tested separately. Cadmium has a lower limit than the others.

**Bullets:**

- 0.1 percent for lead, mercury, Cr VI, PBB, PBDE and the four phthalates
- 0.01 percent for cadmium
- Limits are per homogeneous material, not per product
- Exemptions are listed in Annexes III and IV and have expiry dates

#### Evidence behind the declaration

**Body:** A declaration is only as good as its evidence. Typical support includes supplier material declarations for each component, a bill of materials review, XRF screening, and laboratory testing according to the IEC 62321 series where results are unclear. Keep this technical documentation, because market surveillance authorities may ask for it. For the EU, manufacturers also prepare an EU declaration of conformity and apply the CE marking; this template supports the substance statement, not the whole conformity process.

#### Common mistakes

**Body:** Typical issues are declaring conformity on the strength of a single supplier letter, ignoring small parts like screws, cable sheaths and coatings, forgetting that an exemption has expired, and confusing RoHS with REACH or with conflict minerals reporting. Do not reuse an old declaration after changing a component or the plating, and do not state compliance for products you have not reviewed. In the ERP, store the declaration status against each part revision.

**Cta:** If your declarations and supplier data are scattered across drives and mailboxes, Netray can help build a private search over them so compliance questions are answered with sources.

**Faq:**

#### Is a RoHS declaration a legal requirement?

**Answer:** The legal duty is to ensure the equipment complies and to hold technical documentation. A supplier declaration is the common way customers and authorities see evidence of that, and EU manufacturers also issue the EU declaration of conformity.

#### What are the RoHS limits?

**Answer:** 0.1 percent by weight in homogeneous material for lead, mercury, hexavalent chromium, PBB, PBDE, DEHP, BBP, DBP and DIBP, and 0.01 percent for cadmium. Exemptions apply to some specific uses. Check the current annexes.

#### Does the same declaration cover EU and UK?

**Answer:** The substance lists are closely aligned but the legal texts, exemption handling and conformity marking differ. This template lets you name the regime, or both, so state it clearly and confirm with the current UK and EU rules.

#### Who should sign the declaration?

**Answer:** Someone with authority and knowledge of the evidence, such as the compliance manager, quality head or a director. The signatory takes responsibility for the statement, so the supporting records must exist before signing.
