**Disclaimer:** Product-specific rules of origin are set by HTS heading and may require tariff shift, a specific RVC method or a different threshold. Automotive goods use a separate net cost test and labour content rules. Verify with a trade attorney or broker.

## Content

**Intro:** Under USMCA many goods qualify as originating through regional value content. This calculator applies the transaction value and net cost formulas and tells you the maximum non-originating content you can carry for a given threshold.

**Sections:**

#### How to use it

**Body:** Enter the adjusted transaction value, the net cost, and the value of the non-originating materials. Select the RVC threshold stated in the product-specific rule for your HTS heading. The tool returns the RVC by both formulas, shows which method is higher, and states the dollar limit on non-originating content for each. The sweep chart shows how quickly RVC falls as non-originating content grows, which is useful when a supplier change would swap one component for an imported alternative.

#### The formulas

**Body:** The transaction value method is RVC equals transaction value minus value of non-originating materials, divided by transaction value, times 100. The net cost method replaces transaction value with net cost in both places. Net cost is lower than transaction value, so the same non-originating content produces a lower RVC percentage by net cost. Many rules allow either method, but some require one specifically, and thresholds are usually lower for transaction value.

**Bullets:**

- RVC (TV) = (TV - VNM) / TV x 100
- RVC (NC) = (NC - VNM) / NC x 100
- Maximum VNM = base x (1 - threshold)
- Check which methods the rule for your heading allows

#### Worked example and common mistakes

**Body:** A good sells for 1,000 with net cost 800 and 350 of non-originating materials. Transaction value RVC is 65 percent and net cost RVC is 56.25 percent. Against a 60 percent requirement the transaction value method passes while net cost fails, so you must use transaction value if the rule allows. Common errors include counting the wrong material value, treating assembly labour as non-originating material, ignoring de minimis provisions, and missing the certification requirements for origin statements.

#### BOM data and origin tracking

**Body:** Calculations are only as good as component origin data. Store country of origin and originating status per component in the item master, then roll up non-originating value through the BOM. ERPs with a BOM explosion and cost rollup can produce this number at the finished-good level.

**Cta:** Netray can help you add origin attributes to your item master and a read-only rollup of non-originating content by finished good.

**Faq:**

#### Which method should I use?

**Answer:** Use whichever method the product-specific rule for your HTS heading permits. When both are allowed, transaction value usually gives a higher RVC and a lower threshold, but net cost is required for some goods such as certain automotive items.

#### Is RVC the only way to qualify?

**Answer:** No. Many goods qualify through a tariff shift rule, being wholly obtained, or produced entirely from originating materials. RVC is one of several criteria in the product-specific rules, sometimes combined with a tariff shift.

#### What is a non-originating material?

**Answer:** A material that does not itself qualify as originating in the USMCA region under the rules. Parts imported from outside the region are typical, as are regional parts that fail their own origin test.

#### Does this apply to automotive goods?

**Answer:** Autos and certain parts have a separate regime with higher RVC, labour value content and steel and aluminum purchase requirements. This calculator covers the general RVC formulas only.
