The rule implements section 204(d) of the Food Safety Modernization Act and was published as a final rule in November 2022. Its purpose is speed during an outbreak. Historically, tracing contaminated produce or seafood back to a source took weeks of paper record requests, during which people continued to get sick and entire commodity categories were destroyed. Rule 204 standardizes what data must be captured, by whom, and in what format so that a trace-back that once took weeks can be executed in days.
Scope is defined by the Food Traceability List, which FDA maintains and which covers higher-risk categories including certain fresh produce such as leafy greens, melons, herbs, tropical tree fruits, sprouts, shell eggs, nut butters, ready-to-eat deli salads, soft and semi-soft cheeses, and various finfish and crustacean products. Foods not on the list are not covered, but a food that becomes an ingredient in a covered product can pull traceability obligations along with it, which surprises many manufacturers of multi-ingredient items.
The mechanism is key data elements captured at critical tracking events. The events are harvesting, cooling, initial packing, first land-based receiving for seafood, shipping, receiving, and transformation. The extension changes the deadline, not the design work: firms that treat it as a reprieve rather than as time to implement lot-level genealogy typically arrive at the new date in the same position.

Enforcing lot-specific issue at the work order, rather than automatic backflush by quantity, preserves the chain.
