ERP Cost of Ownership Model

Oracle E-Business Suite pricing and 5-year cost of ownership model

Oracle publishes an E-Business Suite global price list, but each product has its own license metric and minimum, and what you pay is the net price on your ordering document. This model takes those net figures from your own quote or support renewal: Application Users, Employee-metric products such as Human Resources, processor-based programs, Oracle Database licensing, and an implementation or 12.2 upgrade scope built from EBS product families, operating units, interfaces, extensions and conversions. It returns a year-by-year table, an on-premises versus Oracle Cloud Infrastructure comparison and the lines that drive the total.

Users by type

How many people and connections you license, by the user types that matter in Oracle E-Business Suite.

Named individuals authorized to use a licensed EBS product, counted per product (Financials, Purchasing, Order Management and so on) whether or not they are active.

People who only run queries or reports, licensed per product (for example Financials, Purchasing, Project Costing, Discrete Manufacturing) where you also hold full licenses.

Employee population for products such as Human Resources, Self-Service Human Resources, Advanced Benefits and iRecruitment: all employees, contractors and outsourcers tracked by the programs, not just users.

Starting counts are a sample company size so the effort model shows hours straight away. Replace them with yours.

What to check in a Oracle E-Business Suite quote

  • Metrics differ by product: Application User for most products, Employee for the HR family, Processor for programs such as iStore, iSupport and Configurator, and volume metrics such as Electronic Order Line or Expense Report for others. Price each product on its own metric.
  • Application User is counted per product and per authorized person, active or not. Remove end-dated users and unused responsibilities before a true-up or a renewal discussion.
  • Each product has a license minimum on the price list, so a small user group can still cost the minimum quantity. Check the minimum for every product you scope.
  • Order Management: Application Users may enter orders manually, but order lines that arrive electronically (EDI, XML, other applications) are licensed separately as Electronic Order Lines. Integration design changes the license count.
  • Read-only users: query and report users can be licensed as Application Read-Only Users per product where you hold full licenses, instead of full Application Users.
  • External suppliers using Sourcing, iSupplier Portal or Services Procurement are included with your Application User licenses for those programs.
  • Support renewals rise each year by the Inflationary Adjustment Rate unless a cap applies, so year 2 to 5 support is not flat. Check your ordering document for a Contractual Cap Rate.
  • Oracle Database: Processor licenses scale with cores, so server sizing for the database tier drives cost. In AWS, Azure or Google Cloud, count vCPUs under Oracle's cloud policy; on OCI compare License Included with bringing your own licenses.
  • Release 12.1.3 is past Premier Support (Oracle points 12.1.3 customers to Market Driven Support), so a 12.2 upgrade belongs in the model as one-time effort. 12.2 also adds online patching and a dual file system, which affects disk sizing and DBA time.

Oracle E-Business Suite licensing explained

In words, from vendor documentation. Follow the source links before you rely on a point in a negotiation.

Application User

Oracle defines an Application User as an individual authorized to use the licensed application programs, regardless of whether the individual is actively using them at any given time. It is a named metric counted per product, and each product on the price list has its own minimum number of users.

Source
Employee metric

Products such as Human Resources, Self-Service Human Resources, Advanced Benefits, Compensation Workbench and iRecruitment are priced per Employee. The count is all full-time, part-time and temporary employees plus agents, contractors and consultants who have access to, use or are tracked by the programs, including outsourcer staff. It is the number of Employees, not the number of users.

Source
Processor metric

Some programs, for example iStore, iSupport and Configurator, are licensed per Processor. The count is total cores multiplied by the factor in the Oracle Processor Core Factor Table, rounded up. For iStore, iSupport and Configurator only the processors running the application server and the licensed program are counted.

Source
Application Read-Only User

An individual authorized to run only queries or reports against a program for which you also hold non read-only licenses. The price list offers it per product, for example Financials, Purchasing, Project Costing, Service Contracts, Discrete Manufacturing and Process Manufacturing.

Source
Transaction and business metrics

Several products use volume or size metrics instead of users: Electronic Order Line (order lines entered electronically into Order Management from EDI, XML or other applications in a 12 month period), Expense Report for Internet Expenses, Compensated Individual, Person, Record and $M Cost of Goods Sold. If Cost of Goods Sold is unknown it is taken as 75 percent of total company revenue.

Source
Software Update License and Support

Support is an annual fee per licensed line. On the published price list the first-year support fee for each line is 22 percent of its license price. Renewals are the prior year's fee increased by the Inflationary Adjustment Rate, or by a lower Contractual Cap Rate or any support cap in your agreement.

Source
Oracle Database in AWS, Azure and Google Cloud

Under Oracle's cloud licensing policy for Authorized Cloud Environments (AWS, Azure, Google Cloud), two vCPUs count as one Processor license when multithreading is enabled and one vCPU counts as one when it is not; the core factor table does not apply. Standard Edition 2 is limited to instances of up to eight vCPUs.

How to use the Oracle E-Business Suite cost model

  1. 1

    Count users by license metric

Split people into Application Users per product, read-only users and the employee population for Employee-metric products. Use your ordering documents: older contracts can carry earlier metrics, and every product has its own count and minimum.

  2. 2

Enter the net prices you have

Type the net license price per unit and the annual Software Update License and Support percent from your ordering document or renewal. EBS is not sold as Oracle multi-tenant SaaS, so the subscription field is for OCI or hosting fees only.

  3. 3

    Add the database and infrastructure

Enter Oracle Database licensing (processor or Named User Plus) and any options you run, plus servers or OCI compute, storage and backup from your own invoices or an OCI estimate.

  4. 4

    Scope the implementation or upgrade

Pick the EBS product families in scope and set operating units or inventory organizations, interfaces, extensions and conversion objects. Adjust the hours per unit and the blended rate to match your partner's estimate.

  5. 5

Read the drivers and test the range

Use the sensitivity sliders to see how much the 5-year total moves with license, support renewals, effort and rate, then export the model or save it to your account.

Oracle E-Business Suite pricing and licensing questions

How much does Oracle E-Business Suite cost?

Oracle publishes an E-Business Suite global price list with a license price, first-year support fee, metric and minimum for each product, but most customers pay a negotiated net price. Cost depends on which products you license, the metric for each (Application User, Employee, Processor or a volume metric), the Oracle Database, support renewals and implementation. Enter the net figures from your ordering document and this model builds the 5-year total around them.

What is an Oracle EBS Application User license?

Oracle defines an Application User as an individual authorized to use the licensed application programs, regardless of whether the individual is actively using them at any given time. It is counted per product, so a person who uses Financials and Purchasing needs an Application User license for each.

What is the difference between Application User and Processor metrics in EBS?

Application User counts named people per product. Processor counts the cores where the program runs, multiplied by the Oracle Processor Core Factor and rounded up, and allows access by internal and third-party users. In EBS, Processor is used for programs such as iStore, iSupport and Configurator, where only the processors running the application server and that program are counted.

Which EBS products are licensed per employee?

On the current price list, the Human Resources family, including Human Resources, Self-Service Human Resources, Advanced Benefits, Compensation Workbench and iRecruitment, uses the Employee metric. The count is all employees, contractors and consultants who have access to, use or are tracked by the programs, including staff of any outsourcer, not the number of users.

How is Oracle EBS support priced and how does it change each year?

Software Update License and Support is an annual fee per licensed line. On the published price list the first-year fee is 22 percent of the license price. Each renewal is the prior year's fee increased by the Inflationary Adjustment Rate, unless a lower Contractual Cap Rate or another cap in your agreement applies.

Can Oracle E-Business Suite run in the cloud?

Yes, as a single-tenant deployment of your own licenses. Oracle provides EBS Cloud Manager to provision and migrate EBS on Oracle Cloud Infrastructure, with the database on a DB System or Exadata, License Included or bring your own license. AWS, Azure and Google Cloud are Authorized Cloud Environments with their own vCPU counting rules. EBS itself is not offered as multi-tenant SaaS; Oracle's SaaS ERP is Fusion Cloud ERP.

How long is Oracle EBS 12.2 supported?

In March 2026 Oracle extended Premier Support for E-Business Suite 12.2 through at least 2037 and says it reviews each year whether to add another year. Release 12.1.3 customers who did not move by January 1, 2022 are pointed to Market Driven Support. Use the dates to choose the 5-year horizon and whether to include a 12.2 upgrade.

How accurate is this model?

The arithmetic is exact for the numbers you enter. The default effort hours are planning assumptions, not benchmarks, so replace them with your partner's estimate when you have one. Ask an engineer to review the result if you are using it for a budget, a license true-up or an OCI versus on-premises decision.
