Oracle Fusion: Cost Accounting Distributions Not Created
Oracle Fusion cost accounting distributions not created for inventory transaction

- Fusion cost management transaction not costed
- Fusion inventory transactions not costed missing cost
- Oracle Cloud cost accounting no distributions created
- Fusion create accounting cost transactions not picked up
Short answer
When an inventory or work order transaction has no cost accounting distributions, it is almost always stuck before costing: the item or organization is not set up in a cost organization and cost book, the item has no cost to apply, or the cost processing and accounting scheduled processes have not picked it up. Work through setup first, then the transaction status, then the jobs.

How to find why a transaction was not costed
- 1In the Cost Management work area, open the cost accounting review for the transaction and note its status. A transaction that is not yet costed is in a different state from one that failed.
- 2Confirm the inventory organization is assigned to a cost organization, and that the cost organization is associated with the correct legal entity and cost book.
- 3Check the valuation structure and valuation unit for the cost organization, because costing needs a valuation unit that covers the inventory organization.
- 4Verify the item is costed: the item must be enabled for costing, with a cost profile and, for standard costing, a published standard cost for the cost book.
- 5Look for transactions with errors in the cost processing review and read the message; typical causes are missing cost, missing accounting rules or a closed cost period.
- 6Check the cost accounting period: if the cost period is closed or not open for the transaction date, costing cannot proceed.
- 7Submit the cost processing scheduled process for the cost organization and cost book, and confirm it completes in Scheduled Processes.
- 8Run Create Accounting for the costed transactions and review the resulting subledger journal entries.
Setup chain that must be complete
Fusion costing is built on a chain: item, inventory organization, cost organization, valuation unit, cost book and cost profile, with accounting driven by cost accounting rules in the subledger. A break anywhere means transactions are collected but never produce distributions.
When a new inventory organization goes live, the most common miss is the cost organization assignment. Transactions then flow in inventory but never reach costing, and nobody notices until the period-end reconciliation shows quantity without value.
Missing item cost and cost elements
Under standard costing, a transaction needs a standard cost with cost elements such as material, labor and overhead. If a new item was released without a published standard cost, receipts and issues cannot be valued, and the transaction will error or wait.
Under actual costing, a receipt supplies cost from the purchase order and receipt accounting, but issues for the item can precede the receipt costing and fail until supply is costed. Work order issues are a classic case where the sequence of processes matters more than any single setting.
Scheduled processes and period status
Cost processing is not instant. Transactions are collected into costing by scheduled processes, then cost accounting creates distributions, and then Create Accounting builds the subledger entries that transfer to the general ledger. Each step is a separate job and each can be blocked.
Costing also respects cost periods. A transaction dated into a closed cost period needs the period reopened or the date handled per your policy. When a job sits in Blocked or Error in Scheduled Processes, treat that as the first lead rather than assuming a setup defect.
Common pitfalls
- !Fixing the transaction when the real fault is the missing cost organization assignment for a new inventory organization.
- !Publishing a standard cost after the fact and expecting past transactions to recost automatically without reprocessing.
- !Reopening a closed cost period to push through one transaction without checking the impact on balances already reported.
- !Running Create Accounting repeatedly while costing itself has not completed, which produces nothing to account.
- !Mixing legal entity and cost book assumptions, so the transaction lands in a book you are not reviewing.
- !Treating errors in cost processing as accounting errors and chasing the wrong team.
How an ERP-grounded AI assistant handles this
ERPray, grounded on your Fusion cost and inventory data, can list uncosted transactions grouped by cost organization, item and error reason, and show which organizations or items share a missing setup. That turns a period-end hunt into a short list. It reads only, shows its query, and leaves cost changes to your cost accountants.
Frequently asked questions
Is a cost organization required for every inventory organization?
Costing needs the inventory organization to belong to a cost organization within a valuation structure. Without it, inventory transactions occur but are never costed, so quantity shows with no value.
Will publishing a standard cost fix old transactions?
Not automatically. Transactions that failed for missing cost generally need reprocessing after the cost exists. Confirm the supported recovery path in your release before bulk changes.
What is the difference between cost accounting and Create Accounting?
Cost accounting values the transaction and produces distributions. Create Accounting converts those distributions into subledger journal entries using accounting rules, ready for transfer to the general ledger.
Why do work order transactions fail costing more often?
They depend on item costs, resource rates and overhead rules all being present. A missing resource rate or overhead setup commonly leaves the work order transaction without complete distributions.

Oracle Fusion Period Close: A Practical Checklist
Closing a Fusion GL period cleanly means closing every feeder subledger first (Payables, Receivables, Costing, Fixed Assets), running Create Accounting to post everything to GL, reconciling subledger-to-GL balances, and only then setting the GL period status to Closed - not Close Pending, which still allows adjustments. Close Monitor gives a single dashboard of every subledger's close status instead of checking each module separately.
Error fixClear An Oracle Fusion ESS Job Stuck In Blocked Status
A Blocked status on an Oracle Fusion Enterprise Scheduler (ESS) job almost always means an earlier instance of the exact same job is still running or stuck, and the job definition does not allow simultaneous requests. Find and finish, or cancel, the earlier request first; only then does the Blocked request move to Running.
How-toOracle Fusion SCM: On-Hand vs Available to Transact Quantity
On-hand is the physical quantity recorded in a subinventory, locator and lot. Available to transact is what is left after material status restrictions and pending demand are applied, and available to reserve is stricter again because existing reservations are deducted. To find the gap, open Review On-Hand Quantities in Inventory Management, group by status, and compare against reservations and pending transactions.
Error fixOracle Fusion Manufacturing: Work Order Cannot Complete or Close
A Fusion work order will not complete or close when operations are still open, required components are not issued, completion quantity or transactions are pending, or the work order is on hold. Close additionally depends on costing and variance processing. Check operations, material and pending transactions first, then status and cost.
Error fixFix FBDI Import Failures From Interface Table Validation Errors
When a Fusion FBDI import job errors out, the cause is almost always bad data in the interface tables (an invalid value set, a wrong date format, or a missing required column), not the ESS job itself. Open the process's Interface Errors Report or the Correct Import Errors spreadsheet to see the exact rejected rows and reason codes, fix the source data, and resubmit from the interface tables instead of re-running the whole FBDI load.
How-toOTBI vs BI Publisher: Which One Should You Use
Use OTBI when a business user needs ad hoc, self-service, real-time analysis with no fixed layout. Use BI Publisher when you need a pixel-perfect, scheduled, high-volume, or externally distributed document such as an invoice, check, or statutory report. Most Fusion implementations end up using both, not one instead of the other.
