How to connect Power BI to Deltek Costpoint
Short answer
Connect Power BI to Costpoint through a reporting replica or a small warehouse rather than the live transactional database, refresh through an on-premises data gateway, and model projects, accounts, periods and labor as a star schema. Natural-language Q&A can then be added on top of the same model.
Costpoint has its own reporting, but many contractors want project and financial data alongside CRM pipeline, HR and bid data, in tools their executives already use. Power BI is the usual answer, and the usual first attempt is a direct connection to the production database that works for a week and then collides with a close.
A reliable build separates three things: a stable read copy of the Costpoint data, a semantic model that encodes your definitions of cost, burden, revenue and backlog, and the reports on top. Most of the effort and most of the value are in the second item.
GovCon dashboards also have to handle the quirks: fiscal periods and subperiods, provisional versus actual rates, funded versus unfunded value, and projects with many WBS levels.
What teams use it for
Funding and burn dashboard
Funded value, incurred cost, billed amount and months of funding remaining by project, filterable by program manager and customer.
Indirect rate monitor
Provisional versus actual pool rates by period with the account-level contributors, so finance sees drift before year-end.
Utilization and labor mix
Direct, indirect and unallocated hours by organization and labor category, tied to timesheet approval status.
Backlog and revenue forecast
Contract value, funded backlog and expected revenue by period, combined with pipeline data from your CRM.
Subcontract and vendor commitments
Open commitments, receipts and invoices by project and vendor, highlighting past-due and unapproved items.
Deltek Costpoint integration surface
- The Costpoint database on Oracle or SQL Server. For Power BI, use a replica, snapshot or extract, never the transactional primary during close. Core entities include project, account, organization, employee, timesheet lines, GL posting summaries and billing; confirm table names against your version.
- Costpoint's own reporting and query tools, whose saved outputs can be exported or scheduled as flat files for ingestion into a warehouse.
- Costpoint web services and REST style interfaces, workable for lower-volume dimensions, though bulk history is usually better loaded from the database or extracts.
- Deltek analytics offerings and marketplace connectors, which may exist for your version. Check what Deltek currently provides before building from scratch.
- Power BI on-premises data gateway, needed when the source sits inside your network and the Power BI service is in the cloud.
- Power BI Report Server as an on-premises alternative for sites that cannot publish to the cloud service.
How it works
- 1
Pick the data path
Options: a replica queried by DirectQuery for small models, scheduled import into Power BI, or a warehouse (SQL Server, Postgres or a lakehouse) that you load nightly. Import into a warehouse is the most predictable for GovCon volumes.
- 2
Build conformed dimensions
Create project (with WBS hierarchy), account, organization, fiscal period, employee and customer dimensions with surrogate keys.
- 3
Create fact tables
Cost by period, labor hours, billings, commitments and funding, each at a stated grain. Keep posted and unposted separate.
- 4
Encode measures once
Define burdened cost, fee, revenue and backlog as DAX measures in a shared semantic model, agreed with finance and signed off.
- 5
Configure the gateway and refresh
Install the on-premises data gateway on a server near the data, use a service account, and schedule refresh outside your close window.
- 6
Apply row-level security
Map users to projects or organizations so program managers see their own work, and test the roles with real accounts.
- 7
Add natural-language Q&A
Use Power BI's Q&A and Copilot features if licensed, or place a private model over the semantic model so users can ask in plain language without exposing raw tables.
Example flows
Nightly warehouse load and refresh
Trigger: 02:00 job after the nightly Costpoint batch finishes
- ETL copies changed rows from the replica into the warehouse.
- It recalculates period status and rate tables.
- Reconciliation checks compare totals with a Costpoint report.
- The gateway triggers dataset refresh in Power BI.
Result: Dashboards show yesterday's numbers by morning, with a reconciliation flag if anything is off.
Program manager asks a question in plain language
Trigger: A user types a question about their project's burn into a Q&A box
- A private model translates it into a query against the semantic model, not the raw tables.
- Row-level security limits results to their projects.
- The answer is returned as a chart with the measure definition shown.
- They open the detailed report for follow-up.
Result: Self-service answers that use the same definitions as finance reports.
Keeping data on-prem
Power BI can be fully on-premises with Power BI Report Server, though its feature set differs from the cloud service and some AI features are cloud-only. If you use the cloud service with an on-premises Costpoint, the data gateway keeps credentials local and pushes only the model data you choose, so decide with your security team whether even aggregated cost data may be stored there. For sites that cannot, keep the warehouse and semantic layer in your network, use Report Server or another BI tool, and run natural-language questions through a private open-weight model that queries the warehouse. Hosted Costpoint customers generally cannot place a gateway next to Deltek's database, so they rely on supported exports or interfaces.
Security checklist
- Connect with a read-only account to a replica or warehouse, never the production application login.
- Implement row-level security by project and organization and test it with actual user accounts.
- Exclude personnel rates and pay data from broadly shared models; segregate them in a restricted dataset.
- Confirm whether your contracts allow cost data in a commercial cloud tenant, and which region and authorization level apply.
- Audit dataset access and exports, and disable download where it is not needed.
Ways to get it done
Deltek's analytics or marketplace connector
Effort: Weeks to configure
You want pre-built GovCon content and your version supports it; check licensing and customization limits.
Build a warehouse and semantic model in-house
Effort: Two to four months for a first set of dashboards
You have BI developers who know Costpoint's data and want control of definitions.
Partner build with Netray, including private Q&A
Effort: A scoped pilot for one subject area, then expand
Mixed on-prem constraints, need for natural-language questions over governed data.
Pitfalls
- !Direct-querying the production database during close, which slows users and gives numbers that change mid-report.
- !Defining burdened cost differently in each report. Put it in the shared model.
- !Ignoring open versus closed periods, so dashboards silently mix preliminary and final amounts.
- !Overlooking row-level security until after launch, then discovering everyone can see every project.
- !Loading all history in every refresh instead of incremental loads, causing slow and failing refreshes.
Frequently asked questions
Can Power BI connect directly to Costpoint?
It can connect to the underlying SQL Server or Oracle database where you have access, but doing so against production is not recommended. Use a replica or warehouse. On hosted Costpoint, direct database access is usually not offered, so you use supported interfaces or extracts.
Do we need a data warehouse?
Not for a small model. A few subject areas can be imported straight from a replica. As you add history, rates, labor and commitments, a warehouse gives faster refresh, controlled definitions and a place to reconcile to Costpoint reports.
Does Deltek have its own BI?
Deltek has offered analytics products and templates, and what is available varies by version and plan. If theirs meets your needs, use it. Power BI is chosen when you need to combine Costpoint with other systems or your organization already standardizes on it.
Can we ask questions in plain language?
Yes. Power BI has built-in Q&A and Copilot options depending on licensing, and a private model can sit over the semantic model for sensitive data. The quality depends mostly on clean measure names and descriptions in the model.
How do we keep numbers matching Costpoint?
Build reconciliation into the load: compare totals by project and period against a standard Costpoint report and flag differences. Keep posted and unposted separate, and document the as-of time on every dashboard.
