ERP Cost of Ownership Model
JD Edwards EnterpriseOne pricing and 5-year cost of ownership model
JD Edwards EnterpriseOne is licensed per component, mostly on the Application User metric, with annual Software Update License and Support on top, and it runs on infrastructure you or a hosting provider manage (on-premises, Oracle Cloud Infrastructure or another cloud). Oracle has no multi-tenant SaaS edition of EnterpriseOne, so this model compares self-managed options: enter the license and support figures from your Oracle order or renewal, your database and server costs, and an implementation scope built from EnterpriseOne components, companies, integrations and data conversions. It returns a year-by-year table, an on-premises versus private cloud comparison and the lines that drive the total.

Users by type
How many people and connections you license, by the user types that matter in JD Edwards EnterpriseOne.
Each individual authorized to use the licensed components, counted whether or not they are logged in. Covers full, occasional and inquiry users unless your ordering document says otherwise.
For components licensed on the Employee metric, such as Payroll: all full-time, part-time and temporary employees plus agents, contractors and consultants who use or are tracked by the programs. Leave at 0 if HCM is out of scope.
Devices that send data to or receive data from EnterpriseOne without human input (sensors, meters, RFID readers, barcode scanners). Only if your order lists components on this metric.
Starting counts are a sample company size so the effort model shows hours straight away. Replace them with yours.

What to check in a JD Edwards EnterpriseOne quote
- Application User is a named metric: every authorized individual counts, logged in or not. Remove leavers and unused accounts before a true-up or audit, and do not size licenses from peak concurrent sessions.
- Licenses are per component, so one person in Financials, Inventory and Sales Order Management needs three component licenses. Map each user group to the components it actually uses.
- Core Tools and Infrastructure (or Oracle Technology Foundation) is a required line on the order. Technology Foundation includes restricted-use Oracle Database Standard Edition 2 and WebLogic, which can remove a database line, but only for EnterpriseOne workloads.
- Running reporting, data warehouse or other non-EnterpriseOne workloads on the restricted-use database, or needing Enterprise Edition features, moves you to full-use database licensing by Processor or Named User Plus.
- Support renews at the prior year's fee plus the Annual Adjustment Rate, unless capped in your agreement. Enter your cap or the uplift you were quoted in maintenance uplift.
- Older Tools releases drop out of support after newer ones ship, so budget recurring Tools updates, ESU and update package work in internal staff or AMS hours every year.
- On 9.1 or earlier you are on Sustaining Support only. Add a 9.2 upgrade (retrofit of custom objects, table conversions, testing) to year 1 if you plan to stay current.

JD Edwards EnterpriseOne licensing explained
In words, from vendor documentation. Follow the source links before you rely on a point in a negotiation.
Component licensing
EnterpriseOne is priced per component (for example Financials, Inventory Management, Manufacturing Management, Procurement and Subcontract Management), each with its own license metric and minimum quantity. A user who works in several components needs a license of each one. Oracle publishes a JD Edwards Component Global Price List; your ordering document with discounts is what goes into this model.
SourceApplication User metric
Oracle defines an Application User as an individual authorized by you to use the licensed application programs, regardless of whether the individual is actively using the programs at any given time. It is a named count, not a concurrent count. In the June 1, 2025 price list most Application User components carry a minimum of 5.
SourceEmployee and Connected Device metrics
Some components, mainly in Human Capital Management such as Payroll, are listed on the Employee metric: the count is all employees, agents, contractors and consultants who use or are tracked by the programs, including outsourcer staff, not the number of users. Connected Device counts each device that exchanges data with the programs without human interaction, directly or through a gateway.
SourceSoftware Update License and Support
Annual support gives rights to new releases, updates and patches and 24x7 support through My Oracle Support. In the June 1, 2025 price list the first-year support fee for each line is 22 percent of the component license price. Renewals are the prior year's fee increased by the Annual Adjustment Rate, or by the lower of that and a Contractual Cap Rate if your agreement has one.
SourceCore Tools and Infrastructure or Oracle Technology Foundation
Core Tools and Infrastructure is the technical prerequisite (runtime engines, HTML server, development tools, security, AIS Server and Orchestrator, Business Services Server, Deployment Server, Server Manager, Change Assistant). Oracle Technology Foundation for JD Edwards EnterpriseOne can be licensed instead and adds restricted-use licenses of Oracle Database Standard Edition 2, WebLogic Server Standard Edition, BI Publisher and other Oracle middleware.
SourceRestricted-use database and middleware
The Oracle Database Standard Edition 2 and middleware rights in Technology Foundation may be used solely with your licensed EnterpriseOne programs (and third-party programs licensed for use with them), on an unlimited number of processors. Features beyond Standard Edition 2, or any use outside EnterpriseOne, need a full-use license. BI Publisher under this right may only report on the Oracle-supplied schema and your modifications to it.
SourceProcessor and Named User Plus (full-use Oracle technology)
Full-use Oracle Database and middleware are licensed by Processor or Named User Plus. Processor licenses are total cores multiplied by the factor in the Oracle Processor Core Factor Table, rounded up; Standard Edition 2 counts occupied sockets instead. Named User Plus counts individuals and non-human devices that can access the programs, subject to per-processor minimums.
SourceRelease 9.2 support horizon
EnterpriseOne 9.2 follows a Continuous Innovation model: new functionality arrives as updates to 9.2, without a major upgrade. The Lifetime Support Policy dated August 7, 2026 lists Premier Support for 9.2 through at least 2037. Each Tools release is supported only for a limited period after the next one becomes generally available; check the current window in the policy. Releases 9.1 and earlier are on Sustaining Support only.

How to use the JD Edwards EnterpriseOne cost model
- 1
Count licensed users and other metrics
Count every individual authorized to use each licensed component (Application User), not peak logins. If Payroll or other HCM components are in scope, count employees, and count connected devices such as scanners or sensors if your order uses that metric.
- 2
Enter your Oracle license and support figures
Type the net license price per user from your ordering document and the Software Update License and Support percent. Existing customers can enter 0 for license and only the support they renew each year, plus the uplift from their contract.
- 3
Add the technology stack and infrastructure
Choose Oracle Database, Microsoft SQL Server or IBM Db2 for i. Enter any database license beyond the restricted-use rights you hold, plus servers or OCI and hosting costs for the Deployment Server, Enterprise Server, HTML, AIS and database tiers.
- 4
Scope the implementation
Pick the EnterpriseOne components in scope and set companies or sites, integrations, custom objects and data conversion objects. Adjust the hours per unit and the blended rate to match your partner's estimate.
- 5
Read the drivers and test the range
Use the sensitivity sliders to see how much the 5-year total moves with license, effort and rate, then export the model or save it to your account.
JD Edwards EnterpriseOne pricing and licensing questions
How much does JD Edwards EnterpriseOne cost?
Oracle publishes a JD Edwards Component Global Price List, but what you pay depends on which components you license, the metric for each (mostly Application User), user counts, discounts on your ordering document, annual support, the database and infrastructure you run it on, and the implementation. This model does not supply prices: enter the figures from your own quote or renewal and it builds the 5-year total around them.
How is JD Edwards EnterpriseOne licensed?
Per component. Most components use the Application User metric, which counts every individual authorized to use the programs whether or not they are active. Some Human Capital Management components such as Payroll use the Employee metric, and some components can be licensed by Connected Device. Core Tools and Infrastructure, or Oracle Technology Foundation instead, is the technical prerequisite.
Are JD Edwards users named or concurrent?
The Application User metric is named: Oracle defines it as an individual authorized to use the licensed programs regardless of whether the individual is actively using them at any given time. Concurrent logins do not reduce the count, so occasional and inquiry users count unless your agreement defines them differently.
What is the annual support cost for JD Edwards?
Software Update License and Support is charged yearly. In Oracle's June 1, 2025 JD Edwards price list, the first-year support fee for each line is 22 percent of that line's license price. Renewals are the prior year's fee increased by the Annual Adjustment Rate, limited by any Contractual Cap Rate or support cap in your agreement. Enter your own percent and uplift.
Does a JD Edwards license include the Oracle Database?
Not by itself. Oracle Technology Foundation for JD Edwards EnterpriseOne includes restricted-use Oracle Database Standard Edition 2, WebLogic Server Standard Edition, BI Publisher and other middleware, usable only with your EnterpriseOne programs. Enterprise Edition, database options or any other use need full-use licenses. EnterpriseOne is also supported on Microsoft SQL Server and IBM Db2 for i, which you license from those vendors.
Is there a JD Edwards EnterpriseOne SaaS or cloud subscription?
Oracle does not offer EnterpriseOne as multi-tenant SaaS. The Oracle cloud route is running your licensed EnterpriseOne on Oracle Cloud Infrastructure, with One-Click Provisioning to deploy and manage it. Other clouds and hosting partners are also used; partner managed services with a monthly fee are single-tenant hosting and are modelled here as private cloud.
How long is JD Edwards EnterpriseOne 9.2 supported?
Oracle's Lifetime Support Policy dated August 7, 2026 lists Premier Support for EnterpriseOne 9.2 through at least 2037, and Oracle reviews the date each year. 9.2 receives new functionality as updates under the Continuous Innovation model. Each Tools release is supported only for a limited period after the next one becomes generally available, so plan regular Tools updates.
How accurate is this model?
The arithmetic is exact for the numbers you enter. The default effort hours are planning assumptions, not benchmarks, so replace them with your partner's estimate when you have one. Ask an engineer to review the result if you are using it for a budget, an OCI move or a license true-up.
