ERP Localization Gap Register Worksheet for European Multi-Country Rollouts
In a multi-country ERP project, localization is where estimates go wrong: e-invoicing, tax reports, bank formats, statutory ledgers and language. This register gives you one table to list every country requirement, say how the ERP covers it and total the effort before you sign the plan.
| Country | Requirement | Coverage | Effort days | Day rate | Cost | Owner | Target date | |
|---|---|---|---|---|---|---|---|---|
EUR 7,600 | ||||||||
EUR 5,700 | ||||||||
EUR 10,800 | ||||||||
EUR 9,000 | ||||||||
EUR 1,700 | ||||||||
EUR 16,000 |
Example rows are illustrative planning numbers, not quotes. Replace them with your own requirements, the coverage statement from your ERP vendor and estimates from your implementation partner. Add a contingency line for requirements you have not yet analysed.
Localization estimate review
Optional: have an expert review your gap register and highlight likely underestimated items.
Optional. The tool and every export work without this. No spam.
How to use the worksheet
Add one row per country and requirement. Choose the coverage level: standard functionality, a vendor localization pack, a partner add-on, configuration or custom development. Enter the estimated effort in days and the day rate, and the cost column calculates itself. The totals and averages update as you type. Export to Excel to share with your vendor and your steering group, and filter by coverage to see how much of the plan depends on custom work.
What to put in the register
Typical requirement areas for European manufacturers are tax and VAT returns, e-invoicing formats and channels, intra-community reporting, bank and payment files such as SEPA, statutory chart of accounts, audit files, labour and payroll interfaces, language and document layouts, and product compliance documentation. Capture each as a testable statement, for example 'issue XRechnung invoices to public buyers', so that the fit can be confirmed in a demo rather than argued about in a meeting.
- Write requirements as testable statements.
- Record the source: law, customer demand or internal policy.
- Name an owner who can accept the solution.
- Add a target date that is before the first legal deadline.
Reading the totals
Compare the share of effort by coverage type. If most days sit in custom development, localization is a project risk and deserves its own workstream and budget. If most are in standard or localization packs, the risk is mainly testing and master data. Use the average cost per gap to sense-check outliers, and look at the spread between countries, because one country with complicated rules can dominate the budget.
Common mistakes
Teams often estimate build effort but not testing with local auditors, forget annual updates when legal formats change, and treat vendor 'supported' as 'ready for our scenario'. Ask for evidence: a demo with your data, a reference customer in that country and a statement of who maintains the add-on after the next release.
Frequently Asked Questions
Is this the same as a fit-gap analysis?
It is a focused part of one. A full fit-gap covers all processes. This register concentrates on country and legal requirements, which are often underestimated, and it adds effort and cost so you can compare options.
Which coverage types should I use?
Use standard, localization pack, partner add-on, configuration and custom development. They separate what the vendor maintains from what you or a partner must maintain, which matters for upgrade cost and risk.
How do I estimate effort days?
Ask the vendor or partner for a range based on similar projects, then add testing and documentation time. Use the high end for requirements with legal deadlines. Review estimates after the first sprint and update the register.
Can I use this for ERPs like abas, proALPHA, Visma or Priority?
Yes. The worksheet is system neutral. Fill in the coverage column with what each vendor tells you for your country list, and compare the totals across candidates when you select a system.
Netray can help validate your register against actual transactions and documents in a read-only copy of your current ERP, so the estimate reflects what you really do.
