Held Shipment Compliance Delay Cost Calculator
A customs hold or a missing certificate rarely has a single price. Demurrage starts after free days, storage accrues daily, capital is tied up and someone usually pays for an expedited replacement. This calculator puts the pieces together.

How to use it
Enter the value of the held shipment and the number of days the hold is expected to last. Add your carrying cost rate, the free days in the carrier contract and the daily demurrage and storage rates. Then add the one-off costs, such as expedited freight for the urgent portion and broker fees for corrective filings. The summary shows total cost, the share of shipment value and the average cost per day, and the chart shows how the total grows with each extra day.
- Use contract rates, not spot rates
- Split the shipment if only part is held
- Run it for best, expected and worst hold durations
The formulas
Carrying cost equals shipment value times the annual rate divided by 365 times days on hold. Demurrage applies only after the free days, so it equals the daily rate times the larger of zero and days minus free days. Storage is the daily rate times days. The total adds expedite and broker costs. The slope of the chart changes at the free-day mark because demurrage begins there, which is the point at which a decision to re-route or post a bond becomes worthwhile.
- Carrying = value x rate / 365 x days
- Demurrage = rate x max(0, days - free days)
- Total = carrying + demurrage + storage + expedite + broker
Worked example
A $120,000 shipment held 12 days with an 18% carrying rate costs about $710 in carrying cost. With 5 free days and $150 per day, demurrage is $1,050 over 7 days. Storage is $720. Add $4,500 for expedite and $650 for broker fees and the total is roughly $7,630, or 6.4% of the shipment value. If the hold lasts 30 days instead the total passes $12,000, which supports paying for a faster resolution.
Common mistakes
People often count only demurrage and forget expedite and line-down risk, which usually dominate. Others assume free days continue during a customs hold; check the contract, because many carriers count them from discharge regardless. A reliable way to cut the cost is to catch missing documents before departure. Make certificates of origin, RoHS statements and import licences a ship-confirm check in the ERP.
Frequently Asked Questions
What is the difference between demurrage and detention?
Demurrage is charged for containers that stay in the terminal beyond free time. Detention is charged for containers kept outside the terminal beyond free time. Many contracts combine them into a single daily rate after the free days.
Does the carrying cost rate include insurance?
It can. Use your cost of capital plus any insurance premium for goods in transit, expressed as an annual percentage of value. Many manufacturers use between 10% and 25% depending on their financing.
Should I include the cost of a stock-out?
If the hold stops a production line or misses a contract date, yes. Enter it in the expedite field as the cost of the mitigation you would buy, or add it outside the tool as lost margin.
How can I reduce hold times?
Pre-clear documents before shipment, keep classification and origin data current in the item master, and maintain an agreed process with your broker for quick corrections. Prior disclosure can be an option for errors you discover yourself.
Netray can help you add compliance document checks to shipment release in your ERP so holds are caught before the container leaves.
