Product Safety and Conformity Marks by Country: CE, UKCA, CCC, BIS, RCM and More

Selling the same product in several countries means collecting different marks, each with its own test house, paperwork and product list. This reference gives a quick map of the marks you will meet and whether they are legally required or simply expected by buyers.

Which products fall under a mandatory scheme depends on the catalogue or product list of each country. Regimes change often, so confirm with the national authority or a test house before shipping.

How to use this reference

Search by country or by mark and note the status column first. Mandatory for listed products means a regulation names product types that need approval, so you still have to check whether your product is on that list. Market practice, such as UL in the United States, is not a federal requirement but is often demanded by local authorities, insurers and customers. Export the rows for your target markets to Excel and add owner and due date columns.

Self declaration versus third party certification

The CE mark rests on a manufacturer declaration, with a notified body only for some product types. China, Korea, India and Brazil generally require third party testing or local registration, often with in country representatives and factory inspections. These routes take weeks to months, so put them on the critical path of a launch plan rather than discovering them at the border.

Mutual recognition and shortcuts

The IECEE CB Scheme lets a test report from one national certification body be reused to obtain national marks in other member countries, which saves repeat testing for electrical safety. Some countries also accept foreign EMC reports from accredited laboratories. Ask your test house which reports can be reused before you start a second round of testing.

Common mistakes

Frequent errors include assuming a CE marked product can be sold in Great Britain without UKCA where required, using a mark without holding the certificate, and forgetting that a design change or a new component supplier can void an approval. Keep a register of certificates with expiry dates and the exact model numbers they cover.

Frequently Asked Questions

Is UL certification mandatory in the United States?

There is no single federal law requiring UL. However, the OSHA workplace rules require equipment to be certified by a Nationally Recognized Testing Laboratory, and local inspectors, insurers and buyers often require a listing from UL, ETL or another NRTL.

Is UKCA the same as CE?

No. UKCA is the conformity mark for Great Britain under UK law and is separate from CE. UK rules have allowed CE marked goods to remain on the market in many sectors for extended periods, so check the current government guidance for your product.

What does the CB Scheme do?

The IECEE CB Scheme is a multilateral arrangement under which a CB test certificate and report issued by one participating body is accepted by others as the basis for national approvals. It reduces duplicate safety testing but does not replace national marks.

How long do approvals take?

Self declared regimes can be done in weeks once testing is finished. Mandatory third party schemes in China, India or Brazil commonly take several months, depending on product, factory audits and sample shipment. Plan early and confirm timing with the certifier.

If approvals are tracked in spreadsheets, Netray can help link certificate status to ERP item and customer records so shipments to regulated markets are checked automatically.
