BIS Certification (ISI Mark and CRS) Checklist for Indian Manufacturers

Many products sold in India need Bureau of Indian Standards certification before they can be manufactured, imported or sold. This checklist breaks the process into scheme choice, product readiness, testing, factory system, application and post-grant duties, so your team knows what to line up.

BIS procedures, forms and fees are revised often. Use this list to prepare, then confirm current steps on the BIS portal or with a BIS consultant before applying.

How to use this checklist

Start with the first group, because many delays come from choosing the wrong scheme or standard. Then assign each remaining group to an owner: design for standard mapping, quality for testing and factory system, and compliance for filing. Tick items only with a document in hand. Export the list and review it weekly during the application period. If an item cannot be ticked, record the blocker and the date you expect it to close.

How BIS certification works

Under the BIS Act, 2016, mandatory certification is notified through Quality Control Orders issued by the department that regulates the product. For most notified products, the manufacturer applies for an ISI Mark licence, which involves product testing in a recognised laboratory and an inspection of the factory's quality control. Electronics and IT goods fall under the Compulsory Registration Scheme, where the lab report supports a registration. Foreign manufacturers follow a similar route with their own scheme.

  • Standard, scheme and fee depend on the product
  • Factory inspection looks at testing and quality control
  • Licence needs renewal and ongoing surveillance

Reading your result

If most critical items are open, hold off on applying, because a failed inspection or test wastes time and fees. Focus first on the standard mapping, lab selection and the in-house testing capability, since these gate the other steps. Once the pre-application groups are complete, the filing and inspection phases tend to move predictably. Keep the completed list in your licence file as evidence of the preparation.

Common mistakes

Frequent problems include testing the wrong variant, using an outdated standard, ignoring components that carry their own BIS requirement, and allowing calibration to lapse before the factory inspection. After grant, plants forget to mark every unit or to renew on time. Tie licence validity, marking fees and calibration due dates to records in your ERP or quality system.

Frequently Asked Questions

What is the difference between ISI Mark and CRS?

The ISI Mark scheme certifies products against an Indian Standard with a factory licence and ongoing surveillance. The Compulsory Registration Scheme covers notified electronics and IT products and relies on a recognised lab test report and registration. Which one applies depends on the product notification.

How long does BIS certification take?

It varies by product, lab queue and how ready the factory is. Plants that arrive with a mapped standard, calibrated equipment and a documented quality plan generally move faster than those fixing gaps during inspection. Plan for months, not weeks, and confirm timelines with BIS.

Do I need my own test lab?

Many schemes expect the factory to have at least the routine testing capability needed for production checks, with type tests done at a recognised lab. The exact requirement is in the scheme and the standard for your product, so confirm it during scheme selection.

Can an importer or trader apply?

Certification is tied to the manufacturer. Indian importers typically deal with products made by a foreign manufacturer who holds BIS certification under the foreign manufacturer scheme, or who registers under CRS. Check the current rules for your product category before ordering.
