PLI Scheme Readiness Assessment for Indian Manufacturers
Production Linked Incentive schemes reward manufacturers for incremental sales of products made in India, subject to investment and other conditions. Winning an approval is only half the work, because each claim needs clean data. This assessment helps you find gaps before you apply.
1. Have you confirmed that your product falls inside the notified target segment of a PLI scheme?
Each scheme lists eligible products and thresholds.
2. Do you know the minimum investment and sales thresholds for the category you would apply under?
3. Is the base year production, sales and investment data clean and reconcilable to audited accounts?
4. Can you separate sales of the eligible product from other products by plant and by period?
5. Is domestic value addition tracked per product, with bill of material costs by origin?
6. Is the incremental investment plan (plant, machinery, timeline) approved and funded?
7. Does the applying entity hold the registrations the scheme asks for (GST, IEC if exporting, certifications, BIS where relevant)?
8. Is there an assigned owner and an auditor lined up for periodic claim submissions and statutory auditor certificates?
9. Can you produce invoice-level sales evidence (customer, quantity, value, date) quickly for a verification?
10. Have you modelled the incentive against the extra capex, working capital and compliance cost?
How to use the assessment
Answer the ten questions honestly with your finance, operations and plant heads in the room. The questions cover eligibility, thresholds, data quality, value addition tracking, investment, registrations, ownership and economics. Your score is the percentage of the maximum possible points, which maps to a readiness band with specific recommendations. Run it again after closing gaps to show progress to your board or lender.
What PLI schemes generally require
Schemes differ by sector, but they share a pattern. A company commits to a minimum investment over a defined period, measures sales of eligible products against a base year, and claims an incentive on the incremental amount at a rate set by the scheme. Many schemes also include domestic value addition conditions, and claims are supported by auditor certificates and verification by a project management agency. Always rely on the current guidelines of the scheme's nodal ministry.
- Incentive is tied to incremental sales over base year
- Investment commitments run on a timeline
- Claims need audited, product-wise evidence
Reading the result
A low score does not mean you should skip the scheme, but it shows where time must go. Data questions usually carry the most risk, because claims fail on evidence rather than intent. If your ERP cannot separate eligible product revenue by plant and period, fix that first. A high score means you can proceed to a detailed model and application with fewer surprises.
Common mistakes
Companies sometimes count sales that fall outside the eligible product definition, change product codes mid-year without a mapping, or rely on estimates for value addition. Others underestimate the compliance effort of periodic certificates. Build the reporting early, using item master attributes and plant-wise sales extracts from your ERP, and keep a dated audit trail.
Frequently Asked Questions
Is this tool a PLI eligibility decision?
No. Eligibility is decided by the scheme guidelines and the approving authority. This assessment measures your internal readiness and highlights gaps so that you can prepare a stronger application. Always read the notified guidelines for your segment.
Which PLI scheme should we consider?
That depends on your product. Schemes have been notified for a range of sectors, each with its own thresholds, base year and rates. Match your products to the notified target segments on the official websites of the nodal ministry before planning.
Why does data quality matter so much?
Incentive is computed from incremental sales and verified against audited records. If you cannot reconcile product-wise sales to the books, claims can be delayed or reduced. Clean data also helps with value addition tests.
Can small suppliers benefit from PLI?
Smaller firms in the supply chain may benefit indirectly as vendors to approved applicants, and some schemes have lower thresholds or MSME provisions. Check each scheme, and ask your anchor customers about their local sourcing needs.
If product-wise sales, bill of material cost by origin and plant-level reporting are hard to pull from your ERP today, we can help design those reports before your first claim.
