SSRS Estate Private AI Layer Blueprint Generator
An SSRS estate is a library of approved business logic. This generator plans an AI layer that finds the right report, runs it with the user's permissions and summarises the result, entirely on your own servers.

SSRS Estate Private AI Layer Plan: Summit Industrial Group
System: SSRS 2019, catalog on SQL Server 2019, hosting: On-prem server. Scale: 400 report consumers, about 900 reports. Target go-live: Q1 2027.
Context
Find the right report for a business question, run common reports with parameters from plain language, summarise CSV output, flag unused or duplicate reports.
Goal: use the approved logic already encoded in reports as the assistant's safe route to data, with everything processed inside Summit Industrial Group infrastructure.
Components
| Component | Design | Notes |
|---|---|---|
| Catalog indexer | Reads the ReportServer Catalog and parses RDL for names, descriptions, parameters, datasets and fields | Run on a schedule; use a read-only login |
| Usage signal | ExecutionLog3 to rank reports by use and capture typical parameters | Helps retrieval ranking |
| Report execution | REST API or URL access, run as the user or after an item permission check | CSV or Excel output for data questions |
| Retrieval index | Report metadata and optional documentation, local vector store | Small relative to document estates |
| Model serving | Open-weight model via vLLM or Ollama, GPU: One 24 GB class GPU | Separate host from the report server |
| Tool server | MCP server with find_reports, run_report and summarise_result | Parameter values validated against allowed values |
| Audit | Local log of question, report, parameters, identity and answer | Retain per policy |
Security controls
| Requirement | Control |
|---|---|
| Never leaves site: Financial results, customer lists, HR reports, any report touching controlled data. | No external APIs; index, model and logs inside the On-prem server boundary; blocked egress |
| Item permissions | SSRS role assignments honoured by running as the user or checking permission first |
| Data source credentials | Stored-credential reports reviewed so assistant access does not widen visibility |
| Output handling | Results kept in memory or short-lived storage and not written to shared locations |
| No edits | Assistant has no rights to change RDL, data sources or subscriptions |
Three-phase rollout
| Phase | Scope | Exit criteria |
|---|---|---|
| 1. Report discovery | Find the right report from a question; no execution | Correct report in top three for most test questions |
| 2. Run and summarise | Run reports with parameters as the user and summarise CSV output | Summaries match the rendered report |
| 3. Scheduled summaries | Optional delivery of summaries to approved recipients | Recipients approved by report owners |
Open questions for IT
1. Is the estate in native mode or SharePoint-integrated mode? 2. Which data sources use stored credentials versus Windows identity? 3. Is Kerberos delegation configured, and can the tool server use it? 4. Which reports are sensitive and should be excluded from the index? 5. How many reports use cascading parameters or subreports that do not render cleanly to CSV? 6. Who owns report metadata quality, such as names and descriptions?
A starting plan. Verify REST API availability for your SSRS version and test rendering formats on representative reports.

How to use the generator
Enter your report server version, catalog size and number of users, then describe the questions people ask about reports. List the report categories that must not leave the site. The plan returns indexer, execution and tool server components, a controls table and a rollout that starts with discovery before running anything.
- Count reports honestly
- Identify stored-credential data sources
- Mark sensitive folders
- Plan metadata cleanup
The design behind the plan
SSRS keeps reports in the ReportServer Catalog table and logs runs in ExecutionLog3. The plan indexes RDL metadata, uses usage data to rank reports, and runs them through the REST API or URL access so folder security applies. Using reports rather than free-form SQL keeps the assistant on approved queries.
Common mistakes
Running all reports under one service account, indexing titles without dataset queries, using PDF for data questions and letting the model invent parameter values. The plan addresses each through controls and tool server validation.
Frequently Asked Questions
Does it work with Power BI Report Server?
The catalog and REST patterns are similar for paginated reports. Power BI reports need separate handling, so scope the first release to RDL.
Why not let the model write SQL instead?
Reports already hold approved queries and business rules. Starting from them is easier to audit and reduces the risk of wrong or over-broad queries.
Is anything sent outside the network?
No. The plan keeps indexer, model and logs inside your boundary, and this tool runs in your browser.
What if descriptions are missing?
Then retrieval relies on names, parameters and dataset text. Plan a short cleanup of report descriptions; it improves search quality for people too.
