B-BBEE Scorecard Worksheet: Track Points per Element and Find Your Contributor Level

A B-BBEE scorecard is a points exercise: five elements, a maximum of 109 points on the generic scorecard, and a contributor level that your customers use in procurement. This worksheet lets you track points element by element and see the indicative level before you pay for verification.

Uses the generic scorecard weightings and level thresholds from the Amended Codes of Good Practice. Qualifying small enterprises and exempted micro enterprises use different rules, and priority elements have sub-minimum targets that can lower the level by one. Only a SANAS-accredited verification agency can issue a certificate.

How to use the worksheet

Replace the sample scores with your latest verified or estimated points for each element. Use the action owner column to assign who closes each gap. The sheet calculates the gap to maximum, the achievement percentage, total points, an indicative contributor level and the procurement recognition percentage. Add rows if you track sub-elements such as preferential procurement or skills spend separately.

  • Update scores after each verification cycle.
  • Add sub-element rows for finer tracking.
  • Export to Excel for the board pack.

The scorecard behind it

The generic scorecard weights ownership at 25 points, management control at 19, skills development at 20, enterprise and supplier development at 40 and socio-economic development at 5, which totals 109 including bonus points. Levels run from 1 for 100 or more points down to 8 for 40 to under 55, and below 40 is non-compliant. Recognition for customers' procurement spend ranges from 135% at level 1 to 10% at level 8.

Reading the result

Look first at the largest gaps in points, not in percentage. Enterprise and supplier development carries 40 points and is often where manufacturers gain most through local supplier spend. Remember that the priority elements ownership, skills development and enterprise and supplier development have sub-minimum thresholds. Missing them can reduce the level by one even if total points are high.

  • Prioritise the element with the biggest point gap.
  • Check sub-minimums before celebrating a level.
  • Tie procurement targets to your ERP supplier master.

Common mistakes

Companies often assume they use the generic scorecard when their turnover places them in the exempted micro enterprise or qualifying small enterprise category with different rules. Others rely on estimates for supplier B-BBEE status without current certificates or affidavits. Keep evidence for every point you claim, because verification reviews documents, not intentions.

Frequently Asked Questions

How many points are on the generic B-BBEE scorecard?

The generic scorecard totals 109 points including bonus points: ownership 25, management control 19, skills development 20, enterprise and supplier development 40, and socio-economic development 5.

What score gives a level 4 contributor?

A level 4 contributor scores 80 points or more but under 90 on the generic scorecard, which gives customers 100% procurement recognition. Sub-minimum rules on priority elements can still affect the final level.

Can I issue my own B-BBEE certificate?

No. Large entities need a certificate from a SANAS-accredited verification agency. Smaller exempted micro enterprises and qualifying small enterprises can use a sworn affidavit under the rules that apply to them.

Does this worksheet replace verification?

No. It is a planning tool for tracking points and gaps. Only an accredited agency can verify and certify your actual level.

Netray can report supplier spend by B-BBEE level straight from your ERP vendor master and purchase history, so procurement points are tracked in real time.
