South Africa B-BBEE Supplier Spend Recognition Worksheet

Procurement is a large part of the B-BBEE scorecard, and every supplier's recognition level changes how much of your spend counts. This worksheet lets a buyer or compliance officer see recognised spend before the verification agency does.

Recognition percentages follow the generic B-BBEE recognition levels. Sector codes and qualifying small enterprises can differ, and the verification agency decides the final figure. Use this as an internal planning sheet.

Vendor master B-BBEE fields

Optional: a short note on adding level and expiry to your ERP vendor master.

Optional. The tool and every export work without this. No spam.

How to use it

Replace the sample suppliers with your own. Pick the level shown on each supplier's valid B-BBEE certificate or sworn affidavit, then enter the recognition percentage that matches the level. Enter spend excluding VAT. The totals and ratio update as you edit, and the Excel export keeps the formulas visible as values for your auditor.

  • Keep a copy of each certificate with its expiry date
  • Update the level when a supplier renews
  • Add a row for every supplier in the measurement period

The recognition logic

A supplier's recognition level multiplies your spend. A Level 1 contributor is recognised at 135%, Level 2 at 125%, Level 3 at 110%, Level 4 at 100%, Level 5 at 80%, Level 6 at 60%, Level 7 at 50%, Level 8 at 10% and a non-compliant contributor at 0%. Recognised spend divided by total measured spend gives the ratio used to compare against the scorecard target.

Reading the ratio

A ratio above 100% means your supplier base is more transformed than the baseline. A low ratio shows where to shift spend. In the sample, one large non-compliant import agent pulls the ratio down, which is a typical pattern for manufacturers with import-heavy bills of materials.

Common mistakes

Do not apply the percentage to spend that is excluded from measurement, such as certain imports or intercompany purchases defined in the codes. Do not use expired certificates. In your ERP, add the B-BBEE level and expiry to the vendor master so the spend report can be pulled by vendor attribute.

Frequently Asked Questions

Is this the official B-BBEE scorecard?

No. It is an internal planning tool for the procurement recognition step. The official scorecard is calculated by a SANAS-accredited verification agency using the sector code that applies to your business.

Where do I find a supplier's level?

On their valid B-BBEE certificate from a verification agency, or a sworn affidavit for exempt micro enterprises and qualifying small enterprises. Certificates have an expiry date, so record it next to the level.

Should spend include VAT?

Normally measured procurement spend is taken excluding VAT. Confirm the treatment with your verification agency, since it depends on the applicable code and the nature of the spend.

Can I add columns?

The columns are fixed in the browser tool, but you can export to Excel and add your own, for example a category or plant column. Keep the level and recognition columns unchanged.

If you want vendor level and expiry held in your ERP vendor master with an automatic spend report, we can scope that as a small build.
