China ERP Localization Requirements Checklist
Running an ERP in China is not the same as switching on another country in a global system. Tax invoicing, accounting practice, banking, language and data law all need specific answers. This checklist lists them so you can test any ERP against them early.
0 of 33 items complete
9 critical items still open - these are the highest-risk gaps.
Tax and invoicing
Accounting and reporting
Banking, payments and FX
Language, master data and usability
Data, security and operations
Use the checklist to test any ERP, global or local, against typical China needs. It is a starting point for discussion with tax, legal and finance advisors, not a statement of current law.
Optional localization gap review
Share your ticked checklist and we will highlight gaps to raise with your ERP vendor.
Optional. The tool and every export work without this. No spam.
How to use this checklist
Take each item and ask the ERP vendor or implementation partner to show it working, not just confirm it in writing. Tick an item only when you have seen a demonstration or test result in a scenario that matches your business. Critical items are the ones most likely to block compliant operation. Export the list to PDF or Excel to attach to vendor evaluation documents or project design reviews.
The fapiao and voucher core
Two requirements dominate most China localization work. The first is the fapiao, the official tax invoice, which must be issued through approved channels and reconciled to ERP billing. The second is accounting vouchers and statutory reporting in local format under Chinese accounting standards. Global ERPs typically meet these through localization packages, partner add-ons or local companion systems, while Kingdee, Yonyou and similar products cover them natively. Compare how each option handles credit notes, rounding and audit trails.
- Fapiao issue, receipt and reversal
- Voucher generation, numbering and approval
- Statutory statements and archives
- Group reporting under a second accounting basis
Data law and hosting
China has laws covering cybersecurity, data security and personal information protection. For ERP projects this affects where data is hosted, who can access it from abroad and how cross-border transfers are justified. Engage legal counsel early, because the answer depends on the type and volume of data and on your industry. Defense-related and critical sectors may have additional rules. Do not leave this to the final month of the project.
Common mistakes
Groups assume a global template covers China, find fapiao and voucher gaps late, underestimate Chinese language needs for plant users, and design cross-border data flows without legal review. Another mistake is treating localization as a one-time task, when tax rules and invoice formats change and need an owner after go-live.
Frequently Asked Questions
Does SAP or Oracle support China requirements?
Both vendors and their partners offer China localization for areas such as fapiao and statutory reporting, but scope and integration approach vary by product, version and partner. Ask for a live demonstration of your scenarios rather than relying on a feature list.
Do we need a local Chinese ERP?
Not always. Large groups often extend their global ERP with local solutions, while smaller subsidiaries may prefer a local ERP such as Kingdee or Yonyou. Decide based on compliance fit, total cost, integration effort and your group IT policy.
How often do localization requirements change?
Tax and invoicing rules in China change regularly, including invoice formats and rates. Assign an owner to track regulatory changes and make sure your vendor or partner supplies updates with clear timelines and test support.
Is this checklist legal advice?
No. It is a practical list for project planning. Requirements depend on your entity type, industry and location, so confirm them with qualified tax, accounting and legal advisors in China before you design or go live.
If you want help testing an ERP against these requirements or designing a compliant integration to your global systems, Netray and its partners can assist. We do not give legal or tax advice, so involve qualified advisors for those parts.
