Export Compliance Program ROI Calculator

Finance leaders ask what an export compliance program returns. The honest answer mixes probability and judgement. This calculator makes your assumptions explicit so you can defend the spend.

Expected value ignores tail risk, debarment, license suspension and reputational harm, which can matter more than the average. Compliance is a legal duty, not only a business case.

Net benefit vs control effectiveness

Sweeps Reduction in violation chance from the program from 10 to 95, holding your other inputs fixed.

Optional compliance automation review

We can map which screening and hold steps in your order-to-ship flow could be enforced in the ERP.

Optional. The tool and every export work without this. No spam.

How to use it

Estimate the annual chance of a significant violation without a formal program, then the all-in cost if one occurs. Choose how much of that chance the program removes and enter the annual and one-time program costs. The calculator reports expected loss with and without the program, the net benefit, payback and return. Run it with conservative and aggressive assumptions and keep both.

The math

Expected annual loss equals probability times cost. The program lowers probability by the reduction percentage. Net annual benefit equals loss avoided minus annual program cost. Net total over the horizon subtracts setup cost once. Payback equals setup cost divided by net annual benefit. The chart shows how sensitive the case is to control effectiveness, which is usually the least certain input.

  • If net benefit is negative, check whether exposure is understated.
  • Do not use the result to justify skipping required controls.

What the model leaves out

Averages hide the rare catastrophic case. A single serious violation can bring consent agreements, monitoring, loss of export privileges or contract debarment. Voluntary disclosure and strong compliance history are also considered by agencies when they decide on enforcement. Treat the ROI as a communication tool, and pair it with a qualitative risk register that records the severe scenarios.

Frequently Asked Questions

Where do I get the violation probability?

There is no reliable public figure for a single company. Use internal audit findings, near misses, the number of foreign-person interactions and shipment volume to form a judgement, and test the sensitivity.

Why is expected value a poor fit for severe events?

Rare events with large consequences dominate real risk but barely move an average. Use scenario analysis alongside this number.

Is compliance optional if ROI is negative?

No. Where the law requires registration, licensing, recordkeeping or screening, those duties apply regardless of the business case. This tool helps size the spend above the legal minimum.

Which costs count as program costs?

Compliance staff time, training, screening and classification tools, outside counsel, audits and the share of ERP configuration that enforces holds and records.

If your program depends on manual screening of orders, we can show how to automate denied-party and license checks inside the ERP with human approval.
