ERP Cost of Ownership Model
NetSuite cost and 5-year total cost of ownership model
Oracle does not publish NetSuite prices, so this model takes the numbers from your NetSuite quote or renewal order form. Enter users by license type (Full, Specialized, Employee Center, Retail), the base subscription, service tier, SuiteCloud Plus, sandbox and module lines, and an implementation scope built from NetSuite modules and SuiteApps, subsidiaries, integrations, SuiteScript customizations and CSV import objects. NetSuite is subscription only and runs in Oracle's cloud, so the model has no server or database lines and puts the weight on subscription, implementation, administration and release regression testing.

Users by type
How many people and connections you license, by the user types that matter in Oracle NetSuite.
Users with any full-licensed role, standard or custom, whatever other roles they also hold. Finance, purchasing, inventory and administrators are usually here.
Users with a single specialized role (CRM, Project Manager, Site Operator, View and Approve or WMS), alone or with an Employee Center role. Two specialized roles, or one plus another non-employee role, consume a Full license.
Users with only Employee Center roles: self-service tasks such as timesheets, expense reports and pay slips.
Users with only Retail Clerk or Retail Clerk (Web Services Only) roles, for retail environments. Leave at zero if you do not run stores.
Starting counts are a sample company size so the effort model shows hours straight away. Replace them with yours.

What to check in a Oracle NetSuite quote
- License mix: a Specialized or Employee Center user who is given one more role can move to a Full license. Design roles before you count users, and recheck role assignments before every renewal.
- This model prices per user. Enter the base subscription, service tier, modules, SuiteCloud Plus and sandboxes as other annual subscription, because NetSuite quotes them as separate lines.
- Service tier: price the tier your year 5 users, File Cabinet storage and monthly transaction lines need. Crossing a tier limit mid-term means a tier change with your account manager.
- SuiteCloud Plus: integration concurrency, CSV import threads and scheduled script processors scale with SuiteCloud Plus licenses. High-volume integrations, iPaaS connectors and parallel imports are the usual reason to buy one or more.
- Integrations: SOAP integrations must be rebuilt on REST web services or RESTlets before 2028.2, and TBA integrations moved to OAuth 2.0. Count each existing SOAP or TBA integration as integration hours in the 5-year window.
- SuiteApps: WMS, Advanced Manufacturing, Quality Management and SuiteCommerce are installed as SuiteApps; Oracle NetSuite WMS needs the SCM Mobile SuiteApp first. Third-party SuiteApps (tax, EDI, shipping, AP automation) are separate subscriptions. Price each one you scope.
- Release testing: two scheduled upgrades a year mean recurring regression testing of SuiteScript, SuiteFlow workflows, saved searches and integrations in Release Preview. Budget it as administrator or AMS time every year.
- Training and certification: the NetSuite Certification program runs on Oracle MyLearn at Associate, Specialist and Professional levels (for example SuiteFoundation Specialist, Administrator Professional, ERP Consultant Professional). Associate exams are free for NetSuite Pass holders; Specialist and Professional exams carry a fee and every attempt uses a purchased credit. Add training and exam costs for your administrator to the implementation budget.
- Administration: NetSuite has no infrastructure staff line, but someone owns roles, saved searches, CSV imports, sandbox refreshes and release testing. Set infrastructure FTE to zero and keep the ERP administrator FTE.

Oracle NetSuite licensing explained
In words, from vendor documentation. Follow the source links before you rely on a point in a negotiation.
User license types
NetSuite documents five license types: Full Licensed User, Employee Center, Retail User, Specialized User (CRM, Project Manager, Site Operator, View and Approve, WMS) and SuiteCloud Plus. The license a user consumes is decided by the roles assigned on the employee record, not by what the user actually does.
SourceRole assignment and license consumption
Any full-licensed role makes a Full Licensed User. Only Employee Center roles: Employee Center. Only Retail Clerk roles: Retail User. One specialized role, alone or with an Employee Center role: the matching Specialized User. More than one specialized role, or a specialized role plus any other non-employee role: Full Licensed User. Review role assignments and deactivate unused logins to keep counts down.
SourceService tiers
Each account has a service tier that caps users, File Cabinet storage and monthly transaction lines (averaged over the latest six months): Standard up to 100 users, 100 GB and 200K lines; Premium up to 1,000 users, 1,000 GB and 2M lines; Enterprise up to 2,000 users, 2,000 GB and 10M lines; Ultimate up to 4,000 users, 4,000 GB and 50M lines. Exceeding a limit triggers an administrator banner and email; only File Cabinet storage gets a 90-day grace period.
SourceSuiteCloud Plus
SuiteCloud Plus licenses are bought for the account, not for a person, and are not included in any service tier. Each one raises integration concurrency for SOAP, REST and RESTlet requests, CSV import queues and threads, and SuiteCloud processors for scheduled and map/reduce scripts. On Standard one license raises integration concurrency from 5 to 15. The tier caps how many you can buy: 1 on Standard, 3 on Premium, 6 on Enterprise, 12 on Ultimate. A user with Concurrent Web Services User enabled also needs one.
SourceSandbox accounts
Sandboxes are acquired through your account representative and copy production setup, data and customizations. A refresh from production is requested from the Sandbox Accounts page in production. Price each sandbox you need for the full subscription term.
SourceRelease cadence
NetSuite delivers two scheduled version upgrades each year (the current release is 2026.2), plus monthly releases between them. SuiteApps are released separately and can follow a different schedule. Every upgrade is applied to your account by Oracle, so regression testing of scripts, workflows and integrations is a recurring cost, not a one-time project.
SourceSOAP web services and TBA end of support
2025.2 is the last planned SOAP endpoint. From 2027.1 no new integrations can use Token-based Authentication, which SOAP requires, so no new SOAP integrations can be built. With 2028.2 all SOAP endpoints are disabled. Oracle says to rebuild on REST web services with OAuth 2.0, and to use SuiteScript RESTlets where REST has no equivalent. Separately, the 2026.2 authentication release notes say RESTlet integrations that use NLAuth stop working in 2027.1, and TBA end of support is tentatively planned for 2028.2.

How to use the Oracle NetSuite cost model
- 1
Count users by license type
NetSuite licenses follow role assignment: any full-licensed role makes a Full Licensed User, one specialized role (CRM, Project Manager, Site Operator, View and Approve, WMS) makes a Specialized User, and self-service only makes an Employee Center user. Map each person's roles before counting.
- 2
Enter the quote lines you have
Type the price per user per month for each license type from your quote. Put the base subscription, service tier, SuiteCloud Plus licenses, sandboxes and module lines (OneWorld, WMS, Advanced Manufacturing, SuiteCommerce and others) in the other annual subscription field, and set the renewal uplift you were offered or negotiated.
- 3
Check tier limits for year 5, not year 1
Each service tier caps users, File Cabinet storage and monthly transaction lines. If your growth plan crosses a limit inside the five years, add the next tier's price from your account manager as a later-year subscription increase.
- 4
Scope the implementation
Pick the NetSuite modules and SuiteApps in scope and set subsidiaries, integrations, SuiteScript or SuiteFlow customizations and data migration objects. Adjust the hours per unit and the blended rate to match your NetSuite partner's or Oracle NetSuite's services estimate.
- 5
Read the drivers and test the range
Check the SuiteCloud Plus, sandbox, administrator and integration rework lines, use the sensitivity sliders to see how the 5-year total moves with subscription, effort and rate, then export the model or save it to your account.
Oracle NetSuite pricing and licensing questions
How much does NetSuite cost?
Oracle does not publish NetSuite list prices. The cost depends on users by license type, the base subscription, service tier, modules, SuiteCloud Plus, sandboxes, term and renewal uplift, plus implementation and running costs. This model does not guess a price: enter the lines from your quote and it builds the 5-year total around them. For publicly reported ranges with sources, use the NetSuite pricing and cost calculator.
What are the NetSuite user license types?
Full Licensed User, Employee Center, Retail User and Specialized User (CRM, Project Manager, Site Operator, View and Approve or WMS), plus SuiteCloud Plus for accounts and users that need more web services concurrency. The type a user consumes comes from the roles on the employee record: any full-licensed role makes a Full Licensed User.
What are NetSuite service tiers?
Standard, Premium, Enterprise and Ultimate. Each caps users (100, 1,000, 2,000, 4,000), File Cabinet storage in GB (100, 1,000, 2,000, 4,000) and monthly transaction lines (200K, 2M, 10M, 50M, averaged over six months), and sets how many SuiteCloud Plus licenses you can add (1, 3, 6, 12). Enter the tier line from your quote and check it against year 5 volumes.
When do I need SuiteCloud Plus?
When integrations, CSV imports or scheduled and map/reduce scripts need more parallel capacity than your tier provides, or when a user has Concurrent Web Services User enabled. On Standard, one license raises integration concurrency from 5 to 15, CSV import from 1 queue and 1 thread to 5 queues and 2 threads, and SuiteCloud processors from 2 to 5.
Does NetSuite have an on-premises option?
No. NetSuite is a subscription service hosted and upgraded by Oracle, so there are no server, database or infrastructure staff costs in the model. The costs you control beyond the subscription are implementation, integrations, SuiteApps, administration and release testing.
How do NetSuite upgrades affect cost of ownership?
Oracle applies two scheduled version upgrades a year to every account, with monthly releases between them. There is no upgrade project to buy, but each release needs regression testing of SuiteScript, workflows, saved searches and integrations, and announced platform changes (SuiteScript 2.1, OAuth 2.0, SOAP removal) need planned rework. Budget both as recurring administrator or AMS time.
What does the SOAP web services removal mean for integration cost?
2025.2 is the last planned SOAP endpoint, new TBA integrations (and so new SOAP integrations) cannot be built from 2027.1, and all SOAP endpoints are disabled with 2028.2. Every custom SOAP integration needs a rebuild on REST web services with OAuth 2.0 or on RESTlets inside a 5-year window that starts today. Count those as integrations in the implementation scope.
How accurate is this model?
The arithmetic is exact for the numbers you enter. The default effort hours are planning assumptions, not benchmarks, so replace them with your partner's or Oracle NetSuite's services estimate when you have one. Ask an engineer to review the result if you are using it for a budget or an ERP selection.
