Oracle EBS On Prem vs OCI, AWS or Azure: Hosting Cost Calculator

This calculator compares the monthly and five-year infrastructure cost of an Oracle E-Business Suite 12.2 estate on your own hardware against OCI, AWS or Azure, using the vCPU and storage prices from your quotes. Oracle licences are treated as bring-your-own and left out of both sides.

Your numbers

$/vCPU-h

Enter the compute price from your own quote, including memory for the shape you chose.

h

Prod is costed at 730 hours. Shutting non-prod down at night and weekends lowers this.

GB

Covers database, fs1/fs2/fs_ne application storage and backups as a multiple of database size.

5-year difference (on-prem minus cloud)

Positive means the cloud option costs less over five years; negative means on-prem costs less.
Cloud compute per month
$2,608
Cloud storage per month
$400
Cloud total per month
$15,008
On-prem total per month

Cloud 5-year total

On-prem 5-year total

Oracle licences are excluded (bring your own licence in both options). All prices are your inputs; this tool does not contain vendor price lists. On-prem cost uses straight-line amortisation and assumes the capex already covers the environments entered.

How to use it

Count production plus every non-production clone you keep running (test, UAT, patch, dev). Enter the database and application tier shapes you would deploy, then paste the per-vCPU-hour and per-GB-month prices from your cloud quote. Production runs 730 hours a month; non-production runs only the hours you enter, which is where most cloud savings come from. On the on-prem side enter the hardware capex for servers and storage, the amortisation period, monthly data centre and hardware support, and the admin effort. The admin inputs are there because the work changes between options: patching hardware and storage goes away in cloud, but cloud cost management and network work arrive.

  • Cloud compute = (prod DB vCPU + nodes x app vCPU) x 730 x rate + (envs - 1) x (non-prod DB vCPU + nodes x app vCPU) x non-prod hours x rate
  • Cloud storage = DB GB x environments x multiplier x price
  • On-prem monthly = capex / (years x 12) + data centre + admin

Licensing and tooling differences to check

Oracle publishes a policy document, Licensing Oracle Software in the Cloud Computing Environment, that sets how vCPUs on authorised clouds such as AWS and Azure count toward processor licences. On OCI, Oracle counts OCPUs under its own rules. The effect is that the same database shape can need a different number of licences depending on where it runs, so check this with your licensing team before comparing; it can outweigh every infrastructure line here. On OCI, Oracle provides EBS Cloud Manager to provision, clone and lift-and-shift EBS environments, which reduces clone effort. On AWS and Azure, cloning uses the standard Rapid Clone process with your own automation.

Worked example and how to read it

With the defaults, prod compute is (16 + 2 x 8) x 730 x 0.05 = 1,168 per month, and three non-prod environments add 3 x (8 + 16) x 400 x 0.05 = 1,440. Storage is 1,000 x 4 x 2.5 x 0.04 = 400. Cloud totals 15,008 a month with admin. On-prem is 250,000 / 60 + 3,000 + 15,000 = 22,167 a month. Over five years the difference is about 429,000 in favour of cloud with these inputs. Most of that gap comes from the admin and capex lines, not compute, so test the result by setting both admin inputs equal; if the answer flips, the decision rests on your staffing assumption.

Common mistakes

Leaving non-production running 730 hours in the cloud case removes most of the saving, so only enter shutdown hours you will actually enforce. Forgetting that 12.2 keeps two editions of the application file system (fs1 and fs2) plus fs_ne undercounts storage. Other gaps: ignoring network egress and VPN or FastConnect, ExpressRoute or Direct Connect costs; ignoring the hardware refresh due inside five years on-prem; and comparing reserved-instance cloud pricing against on-prem hardware that is already depreciated.

Frequently Asked Questions

Can Oracle EBS run on AWS or Azure?

Yes. Oracle certifies EBS on supported operating systems and databases, and customers run it on AWS and Azure using their own licences. Check certification for your exact EBS, database and OS versions on My Oracle Support, and check how vCPUs count for licensing under Oracle's cloud licensing policy.

What is EBS Cloud Manager?

EBS Cloud Manager is an Oracle tool for Oracle Cloud Infrastructure that provisions new EBS environments, lifts and shifts existing ones from on-premises, and clones environments inside OCI. It is OCI-specific; on other clouds you use Rapid Clone and your own scripts.

Are Oracle licences included in this comparison?

No. The calculator assumes bring-your-own-licence in both options and compares only infrastructure and admin effort. Licence counts can differ between OCI and authorised third-party clouds because vCPUs are counted under different rules, so evaluate licensing separately before deciding.

Is cloud always cheaper for EBS?

No. The result depends mostly on how many non-production environments you can shut down, your admin staffing assumption and whether on-prem hardware is already paid for. Stable estates on depreciated hardware with small teams can be cheaper on-prem; estates facing a hardware refresh often are not.
