EU Intrastat Threshold Monitoring Worksheet
Intrastat is the statistical survey of goods moving between EU member states. Whether you must file depends on a national threshold for arrivals and dispatches, and exceeding it mid-year can trigger monthly reporting with little warning. This worksheet keeps each entity and flow in one table and flags how close you are.
| Legal entity | Member state | Flow | Months elapsed (months) | YTD statistical value | National threshold | Threshold used | Headroom | Projected annual value | Projected vs threshold | |
|---|---|---|---|---|---|---|---|---|---|---|
82% | EUR 90,000 | EUR 546,667 | 109.3% | |||||||
65% | EUR 280,000 | EUR 693,333 | 86.7% | |||||||
27.1% | EUR 255,000 | EUR 126,667 | 36.2% | |||||||
88% | EUR 120,000 | EUR 1,173,333 | 117.3% | |||||||
120% | -EUR 200,000 | EUR 1,600,000 | 160% |
Threshold values in the example rows are illustrative placeholders. Thresholds differ by member state, by flow, and are revised, so replace them with the current official figures. Many states also have a separate, higher threshold for the detail level of data required.

How to use the worksheet
Add one row for each legal entity, member state and flow, either arrivals or dispatches, since thresholds are normally set separately for each. Enter the months elapsed and the year-to-date statistical value from your ERP or customs reports, then type the current national threshold. The sheet computes the share used, the headroom, a straight-line projection of the full year and how that projection compares with the limit. Export the table to Excel to share with logistics and finance each month.
What is being measured
Thresholds are applied to the value of intra-EU trade in goods, normally the statistical value, which is often the invoiced value excluding VAT adjusted to the border (usually a delivered-to-border basis). Each member state sets its own annual thresholds, and there are typically separate figures for arrivals and dispatches. Once exceeded, a business usually becomes obliged to file from the month the limit was crossed, and the obligation tends to continue into the following year. Your national authority publishes the official rules.
- Compare like with like: statistical value, not margin or cost
- Track arrivals and dispatches separately
- Track by legal entity and VAT registration, not by group
- Straight-line projections are a warning, not a forecast
Reading the results
If threshold used is above 100 percent, you have probably crossed the limit and need to check the filing deadline for that month. A projected figure above 100 percent while the current use is below it is an early warning, so prepare commodity codes, countries of origin, transaction nature codes and transport data before you need them. In the example, the Polish dispatch line is already over the limit, while the Dutch arrivals line is on track to exceed it by year-end.
ERP notes and common mistakes
Most ERPs have an Intrastat module, but it only helps if tax and commodity master data are correct. Common mistakes include mixing entities, forgetting returns and credit notes, missing consignment stock and processing movements, and using the invoice currency instead of the reporting currency. Review the product commodity code (CN8) for items you ship often, because errors multiply across lines.
Frequently Asked Questions
Are Intrastat thresholds the same in every EU country?
No. Each member state sets its own annual thresholds and they are changed from time to time. Many states have separate limits for arrivals and dispatches, so use the official figure from your national authority.
Does Intrastat apply to services?
No. Intrastat covers trade in goods between EU member states. Services are reported through other mechanisms, such as the VAT EC Sales List where relevant, and are not included in the Intrastat threshold.
What happens once we cross the threshold?
In most states you must start filing declarations for the month in which the limit was crossed, and you may be required to keep filing the following year. Check the exact deadline and format with your national statistics or customs authority.
Do we count the UK?
Since Brexit, the UK is no longer an EU member state for Intrastat purposes, with a special arrangement for Northern Ireland goods trade with the EU. Confirm the current treatment with the authority in your member state.
If you want threshold alerts triggered from live shipment and invoice data, Netray can help build a read-only monitor over your ERP, deployed on your own infrastructure.
