A starting point, not tax advice. Rule 55 of the CGST Rules sets what a challan must contain, including serial number in consecutive series, and e-way bill rules may still apply by value. Confirm treatment with your GST practitioner.

Track open challans from your ERP

Optional: a short review of how challans and returns are recorded, with ideas for automatic ageing of open items.

Optional. The tool and every export work without this. No spam.

How to use it

Choose the reason for movement first, because it decides the follow-up. Enter the consignee and delivery address, describe the goods with HSN, quantity and approximate taxable value, and record the vehicle number. Print three copies as the rule contemplates: original for the consignee, duplicate for the transporter and triplicate for the consignor. Keep a register so the challan numbers remain consecutive.

  • Use a separate challan series from your tax invoices
  • Record the expected return date for job work and approval goods
  • Do not show GST charged on the challan

When a challan is the right document

Rule 55 allows a delivery challan for supply of liquid gas where quantity is not known at removal, transport of goods for job work, transport for reasons other than supply such as sale on approval, and other cases the Government prescribes. For line sales, the challan carries the vehicle stock and invoices are raised as goods are sold. For job work, the principal must track receipt of goods back within the time limits and report through ITC-04.

Common mistakes

Teams reuse invoice numbers for challans, forget to close challans when goods return, or leave them open for months so that a supply is deemed to have happened. Another issue is skipping the e-way bill when consignment value is above the threshold even though the document is only a challan. A simple challan register with an open or closed flag, reviewed monthly, avoids most of these problems.

Frequently Asked Questions

Does a delivery challan need GST?

No tax is charged on the challan itself. If the goods are later sold, a tax invoice with GST is issued. For job work, the principal does not charge tax on the movement to the job worker.

Is an e-way bill needed with a challan?

An e-way bill is based on the value and the movement of goods, not the document type. If the consignment value exceeds the threshold, an e-way bill is generally required even with a challan. Check the current rules.

How long can goods stay with a job worker?

Inputs sent for job work must generally come back within one year, and capital goods within three years, or the movement can be treated as a supply. Confirm the latest provision with your advisor.

How many copies should be printed?

Rule 55 contemplates original, duplicate and triplicate, for the consignee, the transporter and the consignor respectively. Many firms print on one sheet and mark each copy.

If challans and returns are tracked in loose registers, we can help connect them to stock movements in your ERP so open items surface automatically.
