Oracle EBS Lift-and-Shift to OCI Readiness Checklist

This checklist prepares a move of an on-premises Oracle E-Business Suite environment to Oracle Cloud Infrastructure using EBS Cloud Manager. It covers eligibility, tenancy setup, the Cloud Backup Module transfer, provisioning and the post-move items that cause most go-live surprises.

Download checklist:

1. Eligibility

2. OCI tenancy and Cloud Manager setup

3. Backup and transfer

4. Provision on OCI

5. Post-move configuration

6. Operations on OCI

Prerequisites and supported versions change with each EBS Cloud Manager release. Check the current Cloud Manager Guide before each move.

What EBS Cloud Manager is

Oracle E-Business Suite Cloud Manager is an Oracle-provided web application that runs on a VM in your OCI tenancy, deployed from the OCI Marketplace. It provisions new EBS environments, migrates on-premises environments by lift and shift, discovers existing OCI environments and performs lifecycle tasks such as cloning, adding and deleting application nodes, refresh and disaster recovery setup. It does not change EBS itself: the application is still EBS 12.2 or 12.1.3, patched and supported as on premises, only the infrastructure moves.

How a traditional lift and shift works

You install the Cloud Backup Module on the source, prepare the source environment, then create a backup of the application and database tiers that is uploaded to OCI Object Storage. Cloud Manager then provisions a new environment on OCI from that backup on the database target you chose. Rehearse with a non-production instance first: timings for the backup and upload depend on database size and network bandwidth, and they set your production outage.

  • Install Cloud Backup Module and prepare source
  • Back up to Object Storage
  • Provision from backup with Cloud Manager
  • Reconfigure integrations and test

Network and reference architecture

Oracle's reference architectures for EBS on OCI separate the load balancer, application tier and database tier into their own subnets, with a bastion or management path for administrators and private connectivity back to on premises through FastConnect or VPN. Design this before you deploy Cloud Manager, because Cloud Manager provisions environments into the network you prepare. Decide early who owns DNS and certificates, and whether users reach EBS over the corporate network or a public load balancer.

Common mistakes

Most failed weekends are not the move itself but what surrounds EBS: hard-coded host names in integrations, database links, bank and EDI file transfers, printers and the workflow mailer. Build an inventory of everything that talks to EBS before the move. Another frequent issue is the web entry point: after provisioning, the context file, load balancer and certificate must agree, or users get redirect loops. Finally, set cost controls for non-production environments from day one.

Frequently Asked Questions

What is Oracle EBS Cloud Manager?

It is an Oracle-provided tool deployed on a VM in your OCI tenancy from the OCI Marketplace. It provisions EBS environments, migrates on-premises environments by lift and shift, discovers existing environments and automates lifecycle tasks such as cloning, adding nodes and refresh.

Which EBS releases can be moved to OCI with Cloud Manager?

EBS Cloud Manager supports lift and shift of EBS 12.2 and 12.1.3 environments when the source meets the prerequisites in the current EBS Cloud Manager Guide, including database version and patch levels. Check the guide for your Cloud Manager release, because supported versions and database targets are updated over time.

Which database services can host EBS on OCI?

Cloud Manager supports EBS databases on Compute VMs, Base Database Service and Exadata Database Service (Dedicated). The choice affects cost, scaling, backup tooling and which lifecycle operations Cloud Manager can automate, so compare them before migration rather than after.

Does moving EBS to OCI change support or licensing?

EBS application licensing and support stay the same; you still run and patch EBS. Database licensing depends on the service: bring your own licence or licence-included options. Review this with your Oracle account team before choosing the database target.

Once EBS runs on OCI, we can run a private AI layer in your own tenancy that answers questions over EBS data without the data leaving it.
