AfCFTA Certificate of Origin Data Sheet Template
Applying for an AfCFTA certificate of origin goes faster when the exporter, goods and origin evidence are collected in one place. This sheet gathers everything the issuing authority will ask for, so the application is rarely sent back.

This sheet prepares the data. The certificate itself is issued by the competent authority in your country using its prescribed format. Confirm the product specific rule for your HS code in the current AfCFTA rules of origin appendices before claiming preference.

Optional: we can review how HS codes and origin are stored on your components.
Optional. The tool and every export work without this. No spam.
How to use the sheet
Fill exporter and consignee details, the invoice number and the six digit HS code. Choose the origin criterion you believe applies and list the evidence you hold. Complete the input materials table from your bill of materials, noting the origin of each imported input. Export it to PDF or Excel and attach it to your internal export file. When you apply to your national authority, use their official form and copy the verified data across.
- Match the HS code to the commercial invoice and the packing list
- List non-originating inputs separately with their HS codes
- Keep records for the retention period your authority requires
- Check the product specific rule before claiming preference
How origin is decided
Goods can qualify as wholly obtained, as substantially transformed through a change in tariff classification, by meeting a value added threshold, or by a specific process. Which test applies depends on the product specific rule for your HS heading in the AfCFTA rules of origin. Rules differ between products, and some sectors, such as textiles and automotive, have their own negotiated treatment.
Worked example
A Ghanaian moulder imports polypropylene resin, a different heading from the finished crates, and makes plastic crates. If the product specific rule for the crates allows a change in tariff heading, the manufacturer records the resin HS code in the inputs table, shows that the output sits in a different heading and keeps the bill of materials as evidence.
Common mistakes
Typical errors are claiming preference without checking the product specific rule, missing records for imported inputs, mismatched HS codes between documents, and applying for goods that were only repackaged. A sheet like this makes those gaps visible before the authority finds them.
Frequently Asked Questions
Is this the official AfCFTA certificate?
No. It is a data preparation sheet. Official certificates are issued by the competent authority in the exporting country on its prescribed form.
Which origin criterion should I choose?
It depends on the product specific rule for your HS heading. Look up the rule first, then choose the criterion that your production records can prove.
Do I need to list every input?
For any claim based on transformation or value added, yes, at least all non-originating inputs. Complete records also make audits and verification requests easier to answer.
Can I export it to Excel?
Yes, the sheet exports to Excel, PDF, Word and CSV from the page, and nothing is sent to a server.
If your ERP bill of materials should carry HS codes and origin per component, Netray can help structure that data so certificates draw from it.
