African Manufacturer Customs Clearance Document Checklist
A missing document is the most common reason a manufacturing consignment sits at a port. This checklist groups the documents and controls by stage so your logistics team can prepare a complete clearance file before the shipment arrives.
0 of 31 items complete
8 critical items still open - these are the highest-risk gaps.
Commercial documents
Transport documents
Classification and valuation
Origin and preferences
Permits and regulated goods
Declaration and post-clearance
Requirements differ by country, port and product. Treat the critical items as the minimum and add national requirements from your customs broker or authority before shipment.

How to use the checklist
Work through each group before the vessel or flight arrives. Mark items that are not applicable for the consignment, and escalate any critical item still open. Export the completed list as PDF to attach to the shipment file, and keep it with the broker's declaration for future audits. Use it as a template for each new trade lane and add country specific rows.
- Start the file when the purchase order is placed
- Share the list with your customs broker early
- Review critical items two days before arrival
- Archive the completed list with the declaration
Why documents must agree
Customs systems compare the invoice, packing list, transport document and declaration. Differences in quantity, weight, description or HS code trigger queries, physical inspections or valuation challenges. Agreeing the data before arrival is cheaper than paying port storage while corrections are issued.
Country specific items
Many African countries add their own requirements, such as advance cargo information systems, pre-shipment inspection programmes, import declaration forms issued in advance, or electronic single window submissions. Ask your broker which apply on your lane and add them to the list as extra rows in the exported copy.
ERP links
Landed cost, duty drawback and temporary import bonds should be visible in the ERP, not only in the broker's files. Post receipts with the actual duty and freight so inventory valuation reflects the true cost. Flag consignments where documentation was incomplete to review supplier performance.
Frequently Asked Questions
Does this checklist cover every country?
No. It covers the common documents. Each country adds its own forms and systems, so confirm requirements with your customs broker and the national authority.
What does critical mean here?
Critical items are the ones whose absence most often stops clearance. They are not the only requirements, but they should be closed before a shipment arrives.
Is it suitable for exports too?
Yes. The groups work for exports, though you should add the destination country's import requirements and your own export licence checks.
Can I save my progress?
Export the completed checklist to PDF or Excel for your file. The page does not store your answers on a server.
