GSTR-9 and GSTR-9C Annual Return Preparation Checklist

The GST annual return and the reconciliation statement are the one chance in the year to find differences between your books and the returns. This checklist walks through the preparation in the order a finance team works, with the credit and turnover reconciliations marked critical.

Tick each item as done. Items marked critical can change the tax payable or the credit position, so finish them before you sign off. Rules and thresholds for who must file and certify change, so confirm the current notification.

How to use the checklist

Work through the groups in order. Start by deciding which forms apply to each registration, then freeze the data and download all returns. Tick items as you complete them and use the critical flags to prioritise the review. Export the list to share status with your auditor or tax adviser. Repeat per GSTIN, because each registration is filed on its own.

The reconciliations that matter

Three reconciliations carry most of the risk. The first is turnover per books against turnover in GSTR-1 and GSTR-3B. The second is ITC per books against ITC claimed and against GSTR-2B. The third is tax paid per books against the returns. Differences are not always errors, but each one needs an explanation on paper before you sign off, and some will need additional tax paid with interest.

  • ITC books vs returns vs GSTR-2B
  • Tax paid books vs returns

Common mistakes

Teams often file the annual return by accepting the auto-populated draft without checking it. Others forget advances, credit notes issued after year end or the credit reversal under blocked categories. Late detection of a mismatch leaves less room to fix it. Start the reconciliation work as soon as the books are closed, not near the due date.

ERP notes

Pull reports from the ERP at invoice line level and keep the extract used for the filing. A repeatable query for turnover, ITC and tax paid saves days each year. Keep the mapping of GL accounts to return tables in a document so the next team does not rebuild it.

Frequently Asked Questions

Who must file GSTR-9C?

The requirement depends on turnover and the form of certification set by the current notification. In recent years the reconciliation statement has been a self-certified form above a turnover limit. Check the latest rule for your year.

Can I fix errors after filing GSTR-9?

No, the annual return cannot be revised after filing. Any differences found later must be handled in the returns for a later period, where the rules allow, or by a voluntary payment. That is why checking before filing matters.

Do I file one return for the whole company?

No. GSTR-9 is filed separately for each GSTIN, that is, for each state registration. A company with plants in three states files three annual returns and may need three reconciliation statements.

What if my books and GSTR-2B differ?

List the invoices that are in the books but not in GSTR-2B and check whether the vendor has filed. Credit not appearing in GSTR-2B is a risk area, and a notice can follow if it is large. Document follow-up with the vendor.
