Oracle EBS WIP Job Close Variance Review Memo Template
Every closed job with a large variance should come with a short written explanation, otherwise the same loss repeats next month. This memo template gives the cost accountant and the production manager a consistent one page record.

Root Cause
Primary cause: Scrap above routing yield
Twelve extra components were issued for scrap at operation 20 after a fixture wear problem. Two additional hours were spent on rework before final inspection.
Corrective Action
Replace fixture. Review routing yield for operation 20. Owner: Manufacturing engineering. Due: 2026-11-15.
Accounting Treatment
Variance posted to the accounting class variance accounts at job close. No manual adjustment required: yes / no.
BOM, routing or standard cost change needed: yes / no.
Approvals
A starting point for internal use. Adapt the thresholds and approvals to your own close procedure. Amounts are entered as text so you can paste values from the Discrete Job Value Report or the WIP Value Summary Report.
Draft variance memos from EBS data
An optional walkthrough of generating variance review memos from job close data.
Optional. The tool and every export work without this. No spam.
How to use it
Fill in the job, assembly and close date, then paste the variance amounts from your job value report. Choose the primary root cause from the list and write a short explanation in plain words. Name the corrective action, an owner and a due date. Export to PDF or Word and file it with the month end close pack. Many sites only require this memo above a threshold such as a percentage of standard job cost or a fixed amount.
- Set a threshold so the memo is used for material variances only
- Attach the job value report
- Review open actions at each production meeting
What belongs in each section
The variance summary mirrors the three main standard cost variances you can read off the job: material usage, resource efficiency and resource rate. An extra row covers overhead or outside processing. The root cause field should name a single dominant cause so patterns show up across many memos. The corrective action should change something durable, such as a routing, a BOM, a fixture, a standard or a procedure, and not only record that the problem happened.
Using the memos for improvement
A single memo explains one job, but a month of them turns into a Pareto of causes. If scrap above routing yield dominates, the fix is engineering and quality. If out of date routing hours dominate, update the standards. If late returns of unused material drive usage variance, tighten the return process. Keep the cause list short and stable so you can count and rank causes in a spreadsheet at the end of each quarter.
Common mistakes
Do not close a job with unexplained variance and move on. Do not write vague causes such as 'production issue'. Avoid blaming operators when the root cause is a fixture, a wrong BOM quantity or a stale standard. And do not forget the accounting side: a cost change should go through your standard cost update process, not be adjusted by hand in the journal.
Frequently Asked Questions
When should a variance memo be required?
Set a threshold, for example a percentage of standard job cost or a fixed amount, and require a memo above it. Smaller variances are tracked in aggregate by class and period instead.
Who should sign the memo?
Typically the cost accountant who prepared it, the production manager who owns the cause and the controller. Adjust to your own approval policy and delegation of authority.
Where do I find the variance figures in EBS?
Use the Discrete Job Value Report, the WIP Value Summary Report or the job transaction views, depending on what your site uses. Check the accounting class variance accounts for the posted amounts.
Is this a compliance document?
It is an internal management record. It may support your audit trail for the close, but it does not replace statutory or auditor requirements. Check with your finance leadership.
