ISO 13485 Cost Estimation Calculator for Contract Manufacturers

This ISO 13485 cost estimator gives a device contract manufacturer a defensible budget for certification: consultant effort, internal time, certification body audit days, auditor training and QMS tools. It shows first-year cost and the full three-year certification cycle.

Your numbers

20 days

Gap analysis, procedure writing, training and internal audit support. Zero if you do it all in-house.

$/day
hours

Quality, engineering and production time writing procedures, records, validation and training.

$/hour
days

Set by the certification body from headcount, sites and scope. A small single-site shop is often in the high single digits, but get a quote.

$/day
$
people
$

Five-day lead auditor courses and shorter internal auditor courses vary widely. Use quoted prices.

$/year

Your results

First-year total
$61,900
Everything to reach certification in year one, including one year of tools.
Three-year cycle total
$102,200
Initial year, two surveillance years and the recertification audit.
Consultant cost
$18,000
Internal time cost
$22,000
Auditor training cost
$2,400
Certification body cost, initial audit
$13,500
Annual surveillance year cost
$14,900
Surveillance audit at about a third of initial days, tools and upkeep time.
Recertification audit (year 3)
$10,500

Estimates only. Certification body quotes, audit days, consultant rates and training prices vary by region and scope. Replace the defaults with real quotes. Regulatory market access (for example FDA registration, EU MDR notified body or MDSAP) is outside this model.

How to use the estimator

Start with quotes. Ask two or three certification bodies for audit days and day rates based on your headcount, sites and scope, then replace the defaults. Set consultant days to what a gap analysis suggests, or zero if you will self-implement. Estimate internal hours honestly, since quality and engineering time is usually the largest hidden cost. The chart shows how total cost moves as consultant days increase, which helps you decide whether outside help pays back compared to internal hours.

What drives the cost

Certification body fees depend on audit days, which scale with headcount, number of sites and complexity of processes such as sterilisation, software or design control. Consultants vary from a few thousand dollars for a small gap analysis to much more for full implementation. Internal effort covers the quality manual, procedures, risk management, supplier controls, process validation, calibration and training. Tools include document control, CAPA and audit management, or an ERP quality module you already own.

  • Single site, one process family: lower audit days
  • Design and development in scope: more documentation and design controls
  • Process validation and cleanroom: equipment and test costs outside this model
  • Each additional site adds audit time and cost

Lead auditor and individual certification

ISO 13485 certification applies to organisations, not individuals. People can take lead auditor or internal auditor training courses, often delivered over about five days for lead auditor level, and register with a professional body or training provider scheme. Enter the number of staff and quoted fee in the training lines. Having one trained internal auditor lowers the cost of ongoing internal audits and consultant dependence.

Reading the three-year total

ISO management system certificates run on a three-year cycle: initial audit, surveillance audits in the following years, and recertification before expiry. The estimator models surveillance at roughly a third of initial days and recertification at about two thirds, which is a typical pattern but not a rule. Add the cost of regulatory registrations separately. For a quick sense of scale, compare the total with the value of the contracts that require the certificate.

Frequently Asked Questions

How much does ISO 13485 certification cost?

It varies widely with size, scope and region. The main components are certification body audit fees, consultant support, internal time, training and tools. Use quotes from certification bodies and a consultant to replace the defaults, then read the first-year and three-year totals.

Is the ISO 13485 standard itself expensive?

The standard is purchased from ISO or a national standards body, and the price is small compared with the other costs. Prices vary by edition, language and country, so check the current price on the issuer's website rather than relying on a figure here.

Do individuals get ISO 13485 certification?

Certification applies to the organisation's quality management system. Individuals take courses, such as lead auditor or internal auditor training, and may earn course completion certificates or professional registrations. These are different from certifying the company.

How many audit days will we need?

The certification body decides based on employee count, number of sites, risk and process complexity, following accreditation rules. Ask for a written audit programme and quote. The estimator lets you test different totals so you can see how sensitive your budget is.

If your quality records sit in an ERP, Netray can help set up a private, on-prem AI layer so quality staff can pull audit evidence such as supplier approvals, calibration status and CAPA history by asking in plain language.
